Abstract: Taken examples of recent major disasters, the deficiencies of shelter and evacuation system in planning, construction, etc.. and the inadaptability of protecting security needs of the city under extreme disasters is analyzed.
Shelter buildings are the buildings by scientific planning and construction, that remain largely intact in the event of disasters, effectively guaranteeing the safety of the people in it, used for shelter in pre-disaster, evacuation in disaster, life resettlement in post-disaster, mainly including gymnasiums, middle and primary schools, civil air-defense constructions and others.

For 30 years, China's average annual economic growth was about 10% in 2010, and China's per capita GDP reached 4,300 U.S. dollars into a middle-income countries on the threshold; they can be achieved manned space flight, high-performance computers, super large scale integrated circuit, the third generation mobile communication with international standards and a number of major achievements of independent innovation; in the basic industry, processing ,manufacturing and emerging industries as well as the technological innovation have greatly improved the self-development capacity of major technical equipment, which have set the engineering standards and comprehensive ability; enterprise innovation capacity enhancement and significant economic benefits; the rapid development of health culture and education, have become the world power of education, sport country; people's living standards have markedly improved on living and work.
