Finally, in order to prevent the maintenance and re-development of urban old settlements under “government’s own position” from being trapped in the embarrassing situation that “no one governs or manages, and transformation result is difficult to maintain”, the multi-coordination mechanisms of communities should be explored, and the interest pattern adjustment and social contract reshaping under civil rights should be focused, that is, attach importance to the relations between residents, settlements and the society, guarantee the residents’ right to select and participate in public service decision-making, and enhance the residents’ sense of responsibility and initiative of participating in governance.
Conclusion The re-development of urban old settlements is a wide and complicated system engineering, and a focused and comprehensive social problems in transition period.
