The prevalent method used for calculating the steel structure nonlinear behavior in civil engineering is by changing the structural member stiffness.
Then, Wong and Yang [9] firstly applied the FAM to dynamic elastic–plastic analysis of structure using a time history method in civil engineering.

Introduction In recent years, many developed countries pay more and more attention to systemic safety management of civil aviation, namely prevent the occurrence of accidents by means of risk management on the basis of original safety management mode [1].
At present, in my civil aviation, the actual safety assessment work for air traffic control system basically use the qualitative analysis and assessment method.
In view of the characteristics of the system and the dependence on management, according to system engineering theory, we adopt the system comprehensive assessment method base on human-machine-environment-management factor.

Introduction Structural Health Monitoring (SHM) is on the way to become a mature branch of structural engineering, but still is suffering from the lacking of a general approach able to remove from the recorded data the effects of different environment conditions [1-3].
Moreover, the authors acknowledge the cooperation of Elena Chiapparoli and Marco Savini who developed the numerical analyses as partial fulfillment of their duties toward the Master in Civil Engineering at the University of Pavia.
