On Spatial Layout Patterns of Harbin Songbei New District Under the Guidance of Smart Growth Theory Ting WANa, Yue GUb, Jian XUc School of Civil Engineering, Northeast Forestry University, Harbin 150040, China awanting1970@163.com, bguyue1005489847@163.com, c253483164@qq.com Key words: Smart Growth, Harbin Songbei New District, Spatial Layout Pattern Abstract.
Analysis of the Project Background and Development Conditions According to the urban overall planning of Harbin (2010-202), the spatial development strategy is “Advancing to the North, Expanding the South and Revitalizing the Central” to form the main urban morphology of “One River, Two Towns and Nine Large Groups” with sustainable development.
Relying on the development strategy of “Advancing to the North”, the planning of Songbei New District in Harbin focuses on the construction of Jiangbei Water Town and the establishment of the spatial development pattern resembling an inverted T along the traffic axis belt and Songhua River based on two large urban groups in order to build a modern new district characterized by beautiful ecological environment, integration of humane landscape and natural view, active economy and northern special eco-garden style. [4] Analysis of the Project Background.
Demand for rational allocation of development elements: to realize the development strategy of “Advancing to the North, Expanding the South and Revitalizing the Central” in Harbin, the population, land, environment and other development elements shall be properly allocated between the rural and urban areas, and among different regions in Songbei New District for the purpose of achieving the intensive development of urban and rural areas.

Digital Governance Digital Governance, also called E-Governance, is a concept generated after electronic business and electronic governmental affairs, and it is a new and advanced governance pattern in the era of digital [1].
A computational grid was coined in the mid-1990s to denote a (then) proposed distributed computing infrastructure for advanced science and engineering [4].
Apart from the common communication ways like the www and wap, it also includes the direct participation of the public and enterprise, civil forum, telephone, fax, e-mail, SMS and letter.

The tests are stopped at a 50% engineering strain.
Fig. 5 shows the values of compressive yield strength and strain percentages for the the as-cast Ni15, Ni20, Al5, and Al10 HEAs showing the noteworthy advance of these values.
Both Ni15 and Ni20 alloys have FCC structure in the as-cast condition and can be compressed to more than 50% engineering strain without cracking.
