Materials science and engineering incorporate acquiring of the knowledge on materials synthesis and processing, their composition and structure, properties and behaviour and their functions and potentialities and its application to the devices, machines, units and other final products.
Please allow me, honorable colleagues, to use this opportunity to express few personal opinions concerning present situation in the country, foremost connected to the condition of materials science and engineering between two conferences and tasks and goals of Yugoslav Materials Research Society.
On the other hand, honorable colleagues, as you know materials science and engineering worldwide reaches sky-high and present the area of huge intellectual and technological challenges.
Impact factors of the journals from the area of materials in the last years reached the journals from the area of physics and chemistry.

Abstract.
Usually, the insulation lining materials is rubber, PTFE, industrial ceramics, enamel and PVC[1]. in the process of using the electromagnetic flow meter, insulation lining is easy to fall off because of the fluid temperature and pressure changes, thus lead to the output signal of the electromagnetic flowmeter is changed, lead to the output signal is reduced and unstable.

Problem Put Forward Though a large number of Polycarboxylate superplasticizer engineering practice in production and engineering problems and solutions at home and abroad have proved that promote the use of polycarboxylate superplasticizer is the necessary requirement for high-performance concrete quality.
Nearly two years of practice and large-scale engineering applications prove that the polycarboxylate superplasticizer have comprehensive performance advantages but have been some new situations and new problems at the same time.
For example, the production process problems, product quality and stability problems, engineering problems and so on.
