Introduction Quasi-brittle fracture is a failure characteristic for some important structural materials.
These are brittle materials that have some tolerance to damage and include concrete, polygranular graphite, ceramic-matrix composites, geological rocks and bio-medical materials.
The mechanical properties of engineering materials are usually characterized in uniaxial tension testing by applying quasi-static loads to standardized specimens.

Introduction
At present, there are many kinds of high-strength steel materials [1] in China, but the quality of steel products is irregularity, and there is still a great gap in the development and application of the material compared with that in other countries.
Among various kinds of high-strength material, High-strength Heat-treated Steel [1,3,4] is a new material with high strength and high performance.

At present, electrochemical machining (ECM) has been developed as a main method for
machining difficult-to-cut materials and shaping complicated contours and profile.
Being a non-mechanical metal removal process, ECM is capable of machining any electrically conductive materials with high stock removal rates regardless of their mechanical properties, such as hardness, elasticity and brittleness.
