Energy saving renovation of existing residential building is complex systems engineering, includes the technical, financial, policy, management and more.
The actual energy consumption test menu include: average room air temperature of building, heat transfer coefficient of the main part of the building envelope, surface temperature of thermal bridge site of the building envelope, thermal irregularities of the building envelope, level of hydraulic balance of outdoor heating network, makeup ratio of heat engineering system, test air tightness of exterior windows, heat insulating property of the building envelope, shading facilities of exterior window, boiler efficiency, ratio of power consumption and heat output.
All the methods of calculation and checking based on “Design standard for thermal design of civil building”[5] and “Design standard for energy efficiency of residential buildings in hot summer and cold winter zone”[6].

Meanwhile, the hydration reaction of cement is a very complex one, both physically and chemically, remaining a certain impact on the contemporary scientific work.[1] For engineers, it is important to have comprehensive understanding and evaluation of the quality of cement in early stage in order to avoid losses. [2] However, due to the difficulty of ion migration of cement hydration procedure, it is impossible to reach the end of the reaction within a short time.

Studies have shown that slag powder which is added to the concrete have volcano ash activity effects and powder filling effect, and can increase the density of concrete, can improve the durability of concrete including impermeability and antifreeze [1].But the materials’ research have a strong regional ,how to maximize the slag use and create economic benefits is the Baotou area engineering and technical personnel and steel mills technicians closely concern .In this paper, the slag powder dosage performance in C40 and C50 concrete and economic value are researched for Baotou civil engineering.
