Introduction
ELID grinding is widely used as an ultra-precision processing technology for hard and brittle materials because it continuously dresses a metal matrix bonded abrasive grinding tool through electrolysis.
Successful application of ELID technique requires proper control of all material and process parameters.

Therefore, in this paper, introducing rare earth CeO2 to the coating powder was used as the main means to avoid the coating defects caused by the coordinating problem of powder materials and preparation in the vacuum melting process, analyze the mechanism of CeO2 in the vacuum melting, and obtain the optimum CeO2 addition.
The relative amount of pearlite gradually reduced through the extension from the interface to the base material center, while the relative amount of ferrite gradually increased, transiting to the original organization.
This showed that the carbon atom diffused from the coating to the base material, which formed the metallurgical bonding at the interface.

Introduction
The application of solid carbide end mill in China is in a very embarrassing situation, especially in the processing of great cutting amount and complex difficult-to-machine materials in high-end manufacturing such as airline structure and blade, most of the tools mainly rely on importation at present, besides tool materials are short of asks, there still exists a large gap with international in tool design and manufacturing level.
High-speed milling cutter was one of the key factors restricted its efficiency and machining quality, meanwhile high-speed milling put forward higher request to its tool, such as better dynamic symmetrical, advanced material, rational structure, high accuracy, strong security, smooth multi edges cutting process, etc.
