Since weight of each soil nutrient is determined by its contribution in comprehensive evaluation, how to calculate the weighing coefficients is regarded as the key in comprehensively evaluating soil nutrients.

At present, the industrial pollution sources of the lake are mainly concentrated in textile industry, chemical raw materials and chemical products manufacturing, food industry etc.
The first large scale of governance of the Tai lake basin was in 1991 after the floods, the State Council made a further decision of control the Huai River and the Tai Lake, the provinces of Jiangsu and Zhejiang and Shanghai have formulated a series of measures to increase investment in water conservancy, The Tai Lake Basin have determined the key projects and started in 1991, after ten years of construction, it had completed basic inspection in 2000.
For the serious problems of water pollution, the London arthorities use theory and methods of engineering systems to develop a more scientific water quality standard, to evaluate various treatment options, optimal design and control screening programs to make governance cost less time and money to achieve better control effect.
The Tai Lake Basin key projects spent 9.73 billion in 10 years, while consuming a lot of money but still cannot stop the river been contaminated again.
The key of investment management is to fully mobilize business and community initiatives, try to use the market as a means of raising the sewage treatment plant construction and operation of funds, expand financing channels, to establish a "guiding by government, mainly counting on local government, combining marketing operation with social participation" multiple financing mechanism, to build policies and system environment for private sector when entering into wastewater treatment market as soon as possible.

Because performance of a carbon material lies mainly in the composition structure or ability used the raw pitch[9] .To get desirable carbon materials of a higher quality, the chemical structure and molecular aggregation state of pitches must be modified by various methods, and their molecular motion must be adjusted in order to make it suitable for spinning.

For TEM observation of the HPped materials, the specimen was electro-polished in a twin-jet polisher using the electrolyte of 5%HClO4 + 95% CH3COOH.
Higher magnified observations for the nanoscale oxides in matrix of the HPped materials and the microstructure of the nanoscale oxide particles extracted from the mechanically milled powders were carried out in JEM-2100F transmission electron microscope (TEM).
The addition of titanium (Ti) in powders of Fe-9Cr-0.2Ti-0.3Y2O3 is liable to cause the formation of amorphous phase after mechanical milling because the increased atom species make it difficult for the crystalline materials to arrange the constituent atoms into ordered structure [10].
