Introduction The so-called new rural community planning and construction is not equal to village renovation, neither simple population aggregation, instead[1], during planning and construction, it should change the living and production mode of the farmers, improve their living quality, save land, adjust and optimize industrial structure, promote agricultural modernization, develop the second and third industry of the rural area[2], promote the local and nearby transfer employment of farmers, and speed up shortening the gap between urban and rural areas, thus, farmers can share the achievements in material civilization and spiritual civilization because of economic development and social progress.
Various government services are completely covered, such as education, health, culture, sports, science and technology, law, family planning, employment, social insurance, social security, and social welfare, etc, and people can transact a lot of issues without leaving the community. (4) Living environment is very beautiful.
Invest financial resources, material resources and manpower to construct long-effect management mechanism, spare no effort to solve some problems, for example the rubbish in the rural area is often stacked at will, sewage turbulently flows, sundries are left at a mess, and buildings are constructed with law violations, etc, improve people’s living and swelling environment, and create conditions to develop village tourism.

In fact, the braking lag timet1 includes two parts, one is the driver’s response time, which depends on the driver’s technical proficiency and characteristics (like cautious style and adventuristic style); the other one is the lag time of the braking system, which depends on the types of the braking control system and so on, the materials indicate thatt1 is about between 0.5~2.0(s), but there is no accurate value; so as to the braking deceleration a of the car, there are many influencing factors including car quality, road conditions, brake types and wear pattern which are fuzzy and less certain.
