It is urgent to resolve the problem of demarcating and planning of buffer zones, either for conservation of biodiversity and ecological construction or for the resource reserve science (Cui, 2004; Cantu, 2004; Li, Y.M. and Li, D.M., 1996).
For the moment, we are not sure whether it is the standard of living, ethics, economic benefits which root in travel resources, territorial material cycle, fixed capital of material society or not yet.
