Abstract.
The new model can give theoretical foundation for availability assessment of the material and provide decision support for the design, deployment and operational concept of the materiel.
The results obtained in the paper may be widely used in management science and other engineering practice, which can provide more directive significance.

Keywords: frame structure; damage identification; first order iterative algorithm; mixed iterative algorithm; damage identification using static and dynamic data.
Introduction Many factors may badly affect the structural safety, applicability and durability in civil engineering, so damage in structural members should be found and restored in time to guarantee the secure of structure.
In order to increase the identification precision of the result in the practical engineering application, the analytic solutions of first order sensitivity equations must be modified by self iteration.
The density of the structural material is, and the modulus of elasticity is.
