We should put the economic effects in the first place, adjust the economic structure, make economic quality improved, and develop material recycling technology and measures.
From two aspects of economic and policy, the enterprises should strengthen the direction investment, promote the application of clean technology, and reduce material cost.
We should improve the urban environmental quality, put the water resource protection and urban river regulation as the key point, and carry out the environmental protection work.
