Regarding overall risk management and system theory as the basis, integrated risk management is to apply risk management techniques and methods and to integrate limited human, material and financial resources effectively that are used during project risk management and to take reasonable and scientific risk management measures to realize the goal of risk management cost minimization, with each risk factor comprehensively considered, which provides adequate basis for the project decision.
In the process of project implementation, human, financial, material resources are constantly being input, and everything lies in dynamic change.

The structural responses are obtained from a structural analysis
model with reasonable assumptions including the mechanical properties of the material, the
dimensions of the members, locations and performance of connections between members.
For proper application of the least square method, the shape of the structure to be monitored, load pattern, material properties, and the shape of cross-section should be considered.

The resistance of the valve is relate to the valve structure and the valve material, According to the model structure and test the valve around both sides of the wind speed changes, derived valve resistance coefficient k1 is between 0.85 and 0.95, now, the value is 0.92.
According to the pipe material and model test data, estimates the friction loss coefficient k2 between 0.9 and 0.99, now, the value 0.95.
