The implementation of EPR should achieve several goals, reported by Langrova as follows[10]: (i) waste prevention and reduction; (ii) product reuse; (iii) increased use of recycled materials in production; (iv) reduced natural resource consumption; (v) internalization of environmental costs into product prices; (v) energy recovery when incineration is considered appropriate.

Introduction
Because of the soft hand feeling, cozy wearing, easy dyeing and environmental benign, cotton is the most useful clothing material currently.
This project uses the hexamethylene diisocyanate and polyethyleneglycol as raw materials to synthesize the waterborne polyurethane [1] which was then applied as binders during the nano-TiO2 finishing process.

In2003, Qu Juan and Li Huai discussed ladder-type tooth chain connector from the angle of materials and process measures.
when the cambered surface tooth structure of the chain connector processes, not only considered certain cambered surface tooth profile is guaranteed, but also the batch processing, therefore in the chain connector jig design, the jig clamps the rough material of chain connector both to have the deflection angle-causing the chain connector tooth department to become the cambered surface, and to design locating jig like flower petal shape distribution-may process six half-ring components at the same time disputably, thus improve the processing efficiency greatly.

Experimental Material
The core part of covering lay, longitudinal bars and stirrup removed waste concrete of short column constructional members which were demolited by original Yanbian Jili Food Co., Ltd in Lihua Street, Yanji City was used to prepare into required block with grain size approximately 40mm for use.
The steel used in concrete filled steel tube short column was cold rolled steel plate Q235 with thickness of 2.5mm.the spiral reinforcement material was plain bar HPB235 of φ 6.5mm.
