Abstract: High Performance Ferrocement Laminate (HPFL) is a new strengthening structure method which needs to imbed the shear dowel on the strengthened material in order to ensure the associated work effect of high performance ferrocement laminate and the original structural member.
HPFL has excellent physical and mechanical performance, durability and corrosion resistance and other characteristics, the reinforcement is very suitable for civil engineering area.

Abstract: To protect the environment in China, the ecological rule of law should be built with three parts.
In order to meet the requirements of the construction of ecological law, it needs the cooperation among those legal departments of Civil, Crime, Administration and Procedure. [4] It should add more content about the protection of ecological construction by the harmonious development between human and nature.
The content of commonwealth litigation should be added, the non-lawsuit ways supplemented, and the civil mediation and arbitration standard for environmental issues perfected.
Thus, management combine measures of law, administration, economy, engineering, technology and moral standards together in order to show its coordination with ecological legislation.
