Abstract: Based on the input-output theory, the paper using the comparable price energy input-output table,quantitatively estimates the implicit carbon emissions of each industrial department,and analyzes the growth of the implicit carbon emissions of the resident consumption through the structure decomposition.Conclusion indicates:From 1992 to 1997, the mean of the implicit carbon emissions of each industrial department in Xinjiang had been rising; From 1997 to 2007, the mean of the implicit carbon emissions of each industrial department had been declining;The implicit carbon emissions of Hydropower industry, the fire power and other seven similar industrial department were higher than that of each industrial department so that Xinjiang should strengthen monitoring on the high energy consumption.The implicit carbon emissions of the resident consumption was still in the trend of ceaseless growth and all of that states clearly that the economic grows at the cost of the increase of the greenhouse gas emissions.Xinjiang should introduce foreign advanced production technology,further optimizing the structure of the resident consumption.

Abstract: China is a country of coal as the main source of energy, the contradiction between the environmental pollution caused by the extensive operation of the coal industry and low-carbon economic development requires more and more highlights. In the era of low-carbon economy, the development of the coal industry is facing many challenges and opportunities. Large coal enterprises have to change the traditional and backward mode of development, in terms of energy conservation, recycling economy, clean development mechanism to explore the industry's low-carbon economic development, and provide a preliminary theoretical framework and practical experience.

Abstract: Low carbon clothing often appears in conceptual designs and public welfare, but it is not common consumer good. This paper will discuss the essential issues of developing low carbon clothing, and try to find the ideological basis of promoting it in consumers’ consumption consciousness, as well as the feasibility of exploiting it. Thus to construct a development strategy based on brand building, that is, creating a valuable model over the property of low carbon and developing by marketing campaigns through the means of brand planning, so as to change the thin image of low carbon clothing completely.

Abstract: Integration of cultural content and tourism in an ancient town is of great significance for promoting inheritance and protection of Chinese cultural relics, enhance China’s soft power, and facilitate harmonious development of the society. Cicheng has got somehow achieved, but compared with the top 6 ancient towns in Southern China, the function of historic heritages and cultural deposits to drive tourism development hasn’t been fully exerted. Thus, analysis the characteristics of tourist and cultural resources, Advantage and bottleneck at combined development of tourism and culture so as to promote regional economic structure transformation and harmonious development of society.

Abstract: Building green industry has become a new trend of industry development in the 21st century. On the basis of the concept for green industry discussed in this paper, we outlined a policy framework to support the development for the greening of industries, which reflected the policy maker, the environment for industrial development, the industry-led innovation, scientific research and development, environmental technologies and the policy instruments.

Abstract: The convening of Copenhagen Climate Conference marks that carbon emission accepted as a hard constraint in most countries. This paper first reviewed the development course of the carbon emission study; Secondly, the paper forecasts the energy demand and carbon intensity before 2020 of China by the method of the elasticity coefficient; As China's current energy consumption structure cannot reach the 2020carbon reduction target, we optimized China's energy structure, proposing the measures of "speeding up the transformation of economic growth mode, promoting the energy saving of the whole society, accelerating the exploitation of non-fossil energy and developing the coal orderly " accordingly.

Abstract: The sustainable development of the rare earth industry is based on the rational allocation of the rare earth resource. This article analyzes the necessity of the regulation control of the rare earth export from the requirements of sustainable development and the current problems of the industry, such as new problems of the quota management in export, intensified trade friction and the increasingly rampant smuggling, and makes feasible proposals to promote the rare earth strategy. China should persist the constructive and responsible attitude, taking the international and national resource and markets into account, pursue a win-win strategy which can not only keep the rare earth supply reasonable in the international market, but also protect the ecological environment and resource.

Abstract: This paper studies the coordinated development of Beijing's population, resources, environment, economic and society. With the rapid development of the city, Beijing’s population, society and economic is getting more and more contradictive against its resources and environment, under which circumstance a scientific study on the coordinated development is urgently required. This essay is based on the data of last 10 years of Beijing, and formulates a PREES model of the PREES model in Beijing. This study uses the method of principal component analysis via SPSS, establishes the coordination degree evaluation system of Beijing’s population, resources, environment, economic and society, and runs an empirical analysis afterward. This essay calculates the coordination degree of Beijing’s population, resources, environment, economic and society, analyzes and studies the main issues in Beijing’s coordinated development, and gives relative suggestions.

Abstract: This paper studies the relationships between economic growth, energy consumption and carbon dioxide emissions using an autoregressive distributed lag (ARDL) procedure and Engle-Granger causality test in China over the period 1965-2011. The empirical results show that GDP, energy and carbon emissions have appeared to be cointegrated. Moreover, there exists unidirectional causality from energy consumption to economic growth and carbon emissions to economic growth in short run. It has also been found that energy consumption and carbon emissions promote economic growth in long run. Some policy implications have been proposed finally.
