Abstract: China's low carbon industry has achieved rapid development with the support of government policy. But there are still many problems to be solved, lack of money is a one of the main problems faced by the low carbon industry.This paper analyzed the present situation of financing and investment in low carbon economy, find that there are a series of problems in policy making and market financing regarding low carbon economy. It put forward suggestions in improving the financing and investment mechanism led by government and establishing the market mechanism to solve these problems.

Abstract: The impact of the deteriorating environmental issues on human survival and constraints on social development promotes awakening of environmental awareness, while the expanding of low-carbon consumption market and low-carbon technology revolution triggered by low-carbon economy model, has established a new direction for the garment industry, that is, low-carbon fashion. In order to comply with the objectives of environmental sustainable development, exploiting environmental and low-carbon textile materials has become one of the trends for textiles in 21st century. Regarding carbon materials as the core, this paper firstly discusses the concept and research significance of low-carbon materials, then enumerates several new low-carbon textile materials’ performance and applications: hemp fiber, colored cotton fabric, bamboo fiber, chitin fiber, etc. Through these listed above, it indicates the trend for low-carbon textile materials.

Abstract: The paper introduce and handle OECD decoupling model based on DPSIR framework(the driving force-pressure-state-impact-response).Through the model recommended by IPCC, calculate the emissions of carbon dioxide of industrial department in Shanxi province during the period of 2000-2007.Analysing the situation of decoupling among GDP of Shanxi, the energy consumption of Shanxi industrial and carbon dioxide emissions with OECD decoupling model.The conclusion shows that the industry in Shanxi has exhibited outspread link among GDP,energy consumption and carbon dioxide emissions, and also this paper analyse the reasons of this situation.

Abstract: Under the background of low-carbon economy, low-carbon tourism has become the response of tourism industry to low-carbon economy. The low-carbon development of eco-tourism areas is the inevitable choice of the tourism industry to achieve sustainable development. The paper uses stakeholder theory to analyze the various stakeholders in the position, function and interest demands in low-carbon tourism development in Qinghai Province of China, and puts forward that the low-carbon tourism development needs to strengthen the leading role of the government and the main role of tourism enterprises, practicing low-carbon tourism consumption patterns as well as establishing the low-carbon life values.

Abstract: This paper measures the carbon emissions efficiency by using data envelopment analysis. The gross domestic product and carbon emissions are the two outputs, and labor, energy consumption and capital stock are the three inputs in our DEA model. We decompose changes of carbon emissions performance into two contributors: the carbon emissions technical efficiency change and the carbon emissions technical change. For the developing countries mentioned in this paper as a whole, the empirical results indicate that the carbon emissions technical efficiency change is the contributor to carbon emissions performance increase, while the carbon emissions technique change is the component driving carbon emissions performance decrease during 1983-2003. However, the carbon emissions technical efficiency change is the contributor to carbon emissions performance decrease, while the carbon emissions technical change is the driving force to carbon emissions performance increase during 2003-2008.

Abstract: This paper explores the development present situation and the restricting factors of the iron and steel industry, taking Shandong Province as an example. This paper expounds the implementation path of the new development of Shandong’s iron and steel industry from the following six aspects, such as to adjust industrial structure, optimize the industrial layout, improve products structure, develop low carbon technology, develop the green energy and technology, and improve the industry value chain and so on.

Abstract: Petrochemical industry is an industry of high energy consumption and high carbon emission. It’s the bounden duty for this industry to select the low carbon economy development path. This paper analyzes the development restricting factors of the present petrochemical industry. Furthermore, this paper expounds the development implementation path of the new petrochemical industry from the following five aspects, such as to optimize the low carbon energy structure, achieve the implementation of ecological construction both in industry and enterprises, increase the technical support and management support for the low carbon transition of petrochemical industry, strengthen the Omni directional penetration depth of the low-carbon awareness and so on.

Abstract: The development of eco-tourism requires attention to ecological environment and sustainable development, the development, however, often could not reach the standard of “ecological” in practice because of the different interest demands of the main stakeholders involved in tourism development and people’s self-interest psychology. For the sustainable development of eco-tourism, we need to adjust the roles and relationships of the major stakeholders so that the four main stakeholders------- local government, local residents, tourism enterprises and tourists could regulate their own behavior in the institutional constraints.

Abstract: Developing the eco-tourism in low carbon economy has becoming an appeal for all sectors of the society. To develop a low carbon economy, as well as construct low carbon cities, is a convenient and scientific way to starting from the construction of low carbon scenic spot, this concept should put deep into the exploitation and construction of scenic spot. As direct participants of tourism activities, tourists have no doubt play a key role in the construction of low carbon scenic spot and achieving the goals of low carbon in scenic area. At present, low carbon tourism is in fact more to reflect a kind of energy conservation and emission reduction in concept, for which it is a response to ecological tourism and sustainable tourism. There has no specific and quantifiable index to qualify as the measurement and evaluation standard of low carbon scenic spot. It is thus clear that to construct low carbon scenic area that we should put forth effort to strengthening tourists’ low carbon tourism consciousness.

Abstract: Along with global climate warming, low-carbon economy attracts much attention and has become one of the research hotspots. As the old industrial base, Northeast China is the key to emission reduction. This paper analyses the development status of low-carbon economy in the northeast old industrial base from the economic development, energy consumption and carbon emissions, and then concludes four problems, including heavy industry which dominated in the economy, the severe disproportion in the energy consumption structure, the lack of technological innovation and the outdated equipment, the unreasonable supporting policy mechanism, finally puts forward corresponding countermeasures, transform traditional industries and develop burgeoning industries, optimize energy structure and develop clean energy, introduce highly efficient equipments and encourage technical innovation, make the planning strategies and innovate in policy mechanism.
