Abstract: The complementarities and mutual benefit of petroleum resource between China and Russia make the cooperation between the two countries be full of important strategic significance. It used game theory to analyze the strategic choice in the oil cooperation between China and Russia. In the process of the game, Russia is in the leading position, and it may lead it to hesitate in the choice because of the external factors. But in the consideration of the common strategic interests, Russia will choose the cooperation strategy. And the best strategy for Chinese government is to contribute to the strategic cooperation in petroleum with Russia. Therefore it put forward to promoting the further development of Sino-Russia Oil Cooperation.

Abstract: Through analyzed the economic value curve of the oil enterprise safety investment and accident losses, it shows that the relationship between safety investment and accident losses was unified coordination instead of opposition. Established the oil enterprise safety investment benefit system of grey correlation model, and analyzed the safety investment factors of the petroleum enterprise and the correlation of security benefit deeply, it eventually determine that the sensitivity factors which affect oil enterprise security benefit is safety education investment.

Abstract: The energy futures market has become the center of global energy market, so, problems in the energy futures market have profound impact on many aspects of the macroeconomic. In this paper, with the premise of the existence of investor heterogeneity, we use stochastic Euler equation and prospect theory to establish a mathematical model of price fluctuations which varies with the time change, and the model is testable for generalized method of moment (GMM) model. According to the GMM estimation results, in the one-year period, when we set a certain time point to be the initial point, with the passage of time, loss aversion coefficient will gradually increase, while it will reduce with the increase of the discount factor. We also verify that the loss aversion coefficient of investors who response to market information rapidly is relatively small. But in the long term, the evolution of loss aversion coefficient needs further research.

Abstract: Health, Safety and Environment (HSE) regulation related to the natural gas industry in China is reviewed with a focus on environmental regulation. The review provides insight into the regulation, standards and management practice adopted, and it identifies trends and needs for improvement in China. The research finds that China is actively improving its HSE regulation system by revising laws and standards, and entitling regulatory organizations with new functions; at the same time, more companies in China are aware of the importance of HSE management and accreditation. At the current stage, the legal systems in China are effective in terms of improving awareness of and investment in HSE management. However, there is a long way to go before effective HSE management system implementation and mature HSE culture in place. From the experience of HSE legislation and management in Australia, we find that HSE culture and implementation are essential to the healthy development of the gas industry. We conclude that HSE regulation and management would benefit greatly from guidance on how to form HSE management system and cultivate sustainability culture, as well as from the further development of feasible performance measures.

Abstract: Our group applies both quantitative and qualitative research methods to survey the current energy conservation and emission reduction situation of SMEs in Ningbo and find out the problems during the implementation process of The Comprehensive Program for Implementation of Energy Conservation and Emission Reduction work and The Notification of implementation of SMEs’ Energy Conservation and Emission Reduction Work from National Development and Reform Commission. Based on the new situation in implementation of SMEs’ work of energy conservation and emission reduction and the research results on energy conservation and emission reduction at home and abroad, our group puts forward countermeasures and suggestions on the implementation of national and provincial laws, regulations, policies and standards on energy conservation and emission reduction of SMEs in Zhejiang Province with the combination of the current economic situation and development trend of Zhejiang province.

Abstract: Data Reduction Factor (DRF) and the Super Efficiency DEA (SE-DEA) model are employed to study the energy saving and emission reduction efficiency of Shanxi Province. Based on Shanxi’s 2003~2010 panel data, firstly the public factors with economic significance are selected from many input and output indices by means of DRF; secondly the efficiency values during 2003~2010 are estimated by plugging the public factors, which are nonnegative after transformation by threshold method, in the input-oriented SE-DEA model; finally the DMUs are sorted and the efficiency value and scale returns of each unit are analyzed in details.

Abstract: Renewable energy sources have increased their share on electricity generation of China, in this paper assesses the role of both the amount and share of renewable energy consumption in economic welfare using production functions. The results of the paper show that the cost, structural demand, accounting mechanism and policy reasons of renewable energy development are interpreted.

Abstract: Energy consumption has played great roles in the output of national economy. The proposition of low carbon economy also makes the issues about the consumption and relation efficiency to be highlighted. To investigate the efficiency of differential energy consumption along with heterogeneous sectors, the sectors and sub-sectors in Chinese secondary industry is chosen to measure the influence of energy consumption to economic output. The result indicates that the differential efficiency of varied types of energy is significant although total terminal energy consumption and related consumption in coal and oil is insignificant when without considering the heterogeneity of sectors. In addition, the significant efficiency coefficients also provide evidence to support the significant heterogeneity of sectors since the energy consumption has different effects and energy efficiency coefficients.

Abstract: Energy efficiency depends on the profit that the consumed energy contributes to human need system for the sustainable development. With the increasing importance of coordinate development of environment, economic and electric power system, it is more and more difficult to choose the right improvement path and mechanism of energy efficiency in electric-power supply and demand system. After analyzing the feedback mechanism of energy efficiency improvement of the electric power supply and demand system, energy efficiency improvement which caused the growth ceiling was found along with some inhibition factors in the process of energy efficiency improvement. In view of the energy efficiency improvement growth ceiling of the electric-power supply and demand system, the end treatment mechanism was introduced as a countermeasure which inputs environmental costs to the power supply chain. Furthermore, government guides and participates in energy efficiency investment, which was regarded as another countermeasure attached much importance. So the improvement of energy efficiency in supply and demand system of electric power can be maximized.

Abstract: Energy consumption is in support of economic development, at the same time it also results in the pollution of the environment inevitably. With the increasing of contradiction of energy supply and demand, and the serious pollution of the environment, it restricts the development of economy. In order to achieve the “Twelfth Five-Year energy planning” target, we must control the energy consumption, to implement energy-saving and emission reduction measures .Based on Chinese energy consumption status, this paper focuses on the Beijing’s energy consumption, analyzes energy consumption influences factors and the relationships among them. At the same time, this paper abstracts the model of economic and environmental on the energy consumption for the complicated relationship. Also it establishes a comprehensive multidimensional Beijing city energy consumption policy simulation and control model, pro-vides energy consumption analysis and regulation of different level and the angle respectively, covers major regulation and control means in relation to the energy consumption. On the basis of analysis of influence factors, we do the mathematical simulation and prediction between them. The results show that the prediction value is very good, the error is small. Therefore, this conclusion proves that our energy consumption control of construction model is scientific.
