This paper has analyzed the current status of Ningbo new energy industry in detail, exploring the key problems existing during its development and clarified the strategic plan, development path and supportive measures for its future development.

Abstract: Energy is the power sources of economic growth. But, its consumption can also cause the environmental pollution. In this paper, we introduce Beijing Energy policy Simulation System, which is a simulate software to help researchers with studying energy, economy and environment. This system collects historical data throughout the years, and its applications mainly contain Energy Index Data Acquisition Subsystem (EIDAS), Energy Index Comparison Analysis Subsystem (EICAS), Energy Factor Analysis Subsystem (EFAS) and Energy Control Simulation Subsystem (ECSS). This paper displays the index system of Beijing Energy policy Simulation System, which is the precondition and foundation of the research. The main purpose of this paper is to introduce Feedback control thought into Energy policy Simulation System.

Abstract: Based the panel data of China from 1997 to 2008, this paper computes the regional total-factor energy efficiency (TFEE) in China by using the method of the data envelopment analysis (DEA) and then discusses the influence of regional FDI on local energy efficiency. The empirical results show that, FDI improved China's average level of energy utilization efficiency by technical and structural effect channels; the FDI in the eastern region and the central region improved local energy efficiency, however, western area FDI reduced the energy efficiency.

Abstract: According to the input-output table and energy consolidated balance sheet of 2002 and 2007, compiled physical-value energy input-output table of six major departments and then analyzed direct energy consumption index and completely energy consumption index of Jiangsu province. Using index decomposition method and SDA method, analyzed influence of changes in technical efficiency and structure on the energy consumption intensity fluctuation respectively from the whole and each department, conducted comprehensive evaluation index to comprehensively evaluate and analyze six major departments in Jiangsu province, so as to find out the main cause of the energy consumption intensity changes in Jiangsu province, and then according to the energy consumption reduction target in the “12th Five-Year” plan, we put forward relevant countermeasures:adhere to structure, technology and management energy saving carrying out together, put the industry as the main attack direction of energy saving and encourage and support enterprises to increase investment in science and technology.

Abstract: In the article, the CD city energy consume is taken as the study object, the formula of energy consume amount forecast is deduced by the method of coefficient of elasticity, energy control model is put forward, the growth amount of the GDP and the energy consume amount of the CD city are forecasted based on the model, and then the energy control object is brought out. Through the forecast model and control model of the CD city energy consume, the energy consume structure of the CD city will be optimized during "twelve five-year" period, unit GDP energy consume amount will be decreased, and the energy consume control of the CD city will be realized efficiently. Finally, the counter measures and advices are submited by the forecast result from the model before.

Abstract: The R&D team supports sustainable competitive advantage of new energy enterprises, and performance evaluation is the key point of the team management. Using the balanced scorecard theory, the paper designs R&D team performance evaluation index, around finance, customer, learning and growth and internal operations of four dimensions. Then, the paper builds index weights method and comprehensive evaluation model based on AHP and fuzzy evaluation principle, taking GY group as an example. This research is to provide methodological support for R&D team management of new energy.

Abstract: Energy-Economy-Environment (3E) is a very complex system, whose internal factors interact with each other greatly. There are great quantities of index data in the three areas which include energy, economy and environment, and there exist complex relationship among the indicators. Therefore, people hope to find a new pattern of 3E sustainable development for evaluation of the status of the 3E sustainable development. Using knowledge discovery theory the whole system builds a knowledge discovery model and finds the interaction of the index relationship. It is necessary to build an appropriate evaluation model for making predictions and precautions. This system realizes knowledge discovery model on 3E study which could provide theoretical basis and decision support for government.

Abstract: It is crucial to improve China’s energy efficiency in the context of energy conversation and environmental regulation. This paper approaches the measurement of Chinese regional energy efficiency based on slack-based directional distance function from a production theoretic perspective. The results show that there exists inequality among different regions in China and the east area have the best average energy efficiency for the period 2000-2009, followed by the central area. Based on these findings, this paper correspondingly proposes some policies to improve energy efficiency in China.

Abstract: Applied with the methodologies of investigation, contrast and analysis this paper becomes more scientific, realistic and effective. Based on the careful study of the energy industry in Henan region the paper proposes some innovative and developmental suggestions. The study of the topic has testified that the local economic development nowadays much relies on energy than anytime before. Because of the oneness and finites of energy resources in Henan region there are very serious existing issues in Henan energy industry. If the increasing speed of energy supply lags behind the increasing speed of energy consumption Henan regional economy would be received a strong impact. The degree how the energy demand is met and the degree how safe the energy supply is, are even much important than manpower, capital and technology in determining the stabilization and growth of future economy. Pushcing on the technicval upgrading and suatainable innovation of energy industry should be the key tasks to remain the local economic growth in the future.

Abstract: The relationship between carbon dioxide emissions and economic growth is analyzed and the results show that there exists a long-run equilibrium relationship between carbon dioxide emissions and economic growth to clear some people’s mind of doubts that energy conservation and carbon dioxide emissions reduction policy will hamper the economic development. When GDP increases, the carbon dioxide emission will increase too. Causality analysis shows that the unidirectional causal relationship exists and the direction is from GDP to carbon dioxide emission. The result implies that when a certain technique of carbon dioxide emissions reduction is used, it can not only reduce the carbon dioxide amount but promote the growth of GDP. Energy conservation and carbon dioxide reduction can form a new economic growth industry. To fulfill the promise of carbon dioxide emissions reduction to the world, China should make policies based on the relationship between carbon emissions and economic growth.
