For network congestion situation, analyze the harm and the reasons for it. To carry out a framework for network congestion control system design based on this Multi-Agent. In a multi-agent function design, carry out a reasonable arrangement, to establishment a framework of network congestion control system for multi-agent system, resolve the problem of congestion and inefficiencies in the operation of local network, ensure the normal operation of the network and improve network efficiency.
