An ANP-Based Value Engineering Study Performance Assessment Model for Public Works

Abstract:

The use of Value Engineering practices is employed in public works to reduce costs and increase value, with Value Engineering Study (VES) recommendation acceptance rates and total potential savings seen as the key performance indicators. VES success actually depends upon several interrelated factors that are usually beyond the influence of the implementing team, and are frequently disregarded, thus negatively impacting overall VES performance. Furthermore, VES performance is rarely subjected to objective outcome evaluations. This study presents an ANP-based VES Performance Assessment Model (VESPAM). The proposed model can enhance self-diagnosis, process improvement and team motivation for VES performance for public works projects.
