Abstract: The most desired disaster prevention in Taiwan has to be typhoon; therefore there is a saying good weather, good life. The government does everything to prevent nature disaster, preparedness, response and recovery, especially on typhoon flooding survey. In order to conduct instant contingency handling disaster reaction in biggest disaster conditions, the government hopes to control the disaster immediately, and calculate the disaster loss. The main purpose of this study is to build a flood automation system. Apply auto-recording water level monitoring system (internal or external water) from water stations to collect stage data, and integrate Geographic Information System by the terrain grid computing, then obtain the instant scope of inundation and flood depth. Together with the instant rainfall and forecast to achieve the effectiveness of the flood watch or warning, then we should possibly control the instant information for the anticipation of the flood disaster. Taking it further with the Flood Security Plan, we have the best reference for decision-making use in the Emergency Response Center. The study area is located in Yilan County, the most sensitive flooded region, to set up immediate foregoing typhoon instant information system or so-called flood automation system, and then by several times of investigations and post-disaster flood scar volume measured we completely record ground hydrological information, and calibrate it with water level gauges built by Taiwan National Typhoon and Flood Research Center and AWRSIP weather telemetry information platform of synthetic aperture radar images on the flooded scope and depth. The concept of flood automation system is based on the fact that the occurrence and distribution of flood is not merely a product of chance, but the result of a combination of climatic, hydrologic, geologic, topographic and soil-forming factors that together form an integrated dynamic system, thus, through a combination of real-time rainfall forecast, flood recording, automation requirement, Geographic Information System, flood warning, instant data transmission and the internet, be setting up an ideal typhoon instant information system, which can become high accurate and be suitable for easy use of flooded areas, in order to achieve sustainable development in those areas.

Abstract: In order to insure the reliability of the biomechanics image analysis, the original image data should be in mathematical process, in which the noise data can be maximally removed while the real valid information can be reserved. This is the so called data smoothing. In recent years, few scholars conducted deep comparative studies in this area. Therefore, the present study tackles this rare issue, and fills in the gap of deep comparative studies involving different smoothing methods. This paper aims to test and compare these two different methods in their ability to process human movement images. The result is readied by applying theoretical analysis and conducting experiments. The present study relies on various mathematics principles of interpolation and filter methods, the comparison between the merits and demerits, range of applications and effects of different interpolation and filter combinations. The present study then adopts experimental method to validate the hypothesis and reach our conclusion. We obtain the conclusion that it is better to use low-pass filtering to remove the high-frequency noise data, a method which is used by most scholars. However, the data of IIR is closer to the original value and has a better effect, when processing smoothly change data. Henceforth, new process method from other areas can be tentatively introduced to improve the precision of data processing, such as wavelet analysis method, integrated use of multistage filtering analysis and so on.

Abstract: This paper presents a hybrid Cultural-based Differential Evolution for solving a multi-objective Optimal Power Flow (OPF) in support of power system operation and control . The multi-objective OPF was formulated for tackling with total generation cost and environmental impacts simultaneously. The proposed method was applied to the standard IEEE 30-bus test system. The results show that solving the multi-objective OPF problem by the Cultural-based Differential Evolution is more effective than other swarm intelligence methods in the literature.

Abstract: A new scheme that FSS applies in chipless RFID tag is proposed. The bandpass cross-slot FSS cell is used in the chipless RFID tag based on the spectrum signature as the resonator. The chipless RFID tag successfully performs 6 bit in 3-9GHz, the test result of S12 is-11.9~-14.3dB. The whole tag could be completely printed and the cost could be quite low. The size of the whole tag is 24.5*9cm2.

Abstract: This paper developed a high efficiency, simple to use and reliable, strong practicability of model 6120 diesel particulate filter regeneration control pulse inverse blow system. The pulse counter blowing regeneration test, and post-processing of particles back down to do the further research. The experimental results show that this device can wall honeycomb ceramic filter for filtering and counter blowing regeneration test and research.

Abstract: Electrified railway got rapid development in recent years, increasingly highlights its electromagnetic compatibility problems. In this paper, on the basis of predecessors' research results, the virtual instrument technology is applied to the electromagnetic radiation of electrified railway signal measurement, complete embedded processing equipment design, make its have the electromagnetic radiation on the railway signal detection, acquisition and processing functions. Based on LabVIEW embedded development environment configuration and Windows CE operating system builds and transplantation, realize the man-machine interface easy to operate and flexible signal processing algorithms.

Abstract: Eye state detection is dramatically influenced by the position of iris, for this reason, this paper proposed an eye state detection method combined the area between the eyelid with the eyelid contour. By modifying and transplanting V4L-utils and OpenCV image processing library, video capture and display software is built on the Cortex-A8 embedded system. Through experimental verification, the embedded system can realize the acquisition, processing and display of the video stream and the eye state detection algorithm also has high accuracy.

Abstract: The production, assembly and repair qualities of high-speed railway train wheel-set directly relates to traffic safety. It is very import to build wheel-set running-in test bench and develop high efficiency control and communication module. Running-in test methods of high-speed railway wheel-set, the communication techniques between computer and Frequency Inverter and serial port communication based on LabVIEW are introduced. The control and communication module is set up by using the Frequency Inverter, motor, serial communication card, computer and other devices. The control and communication software based on LabVIEW is developed. Working conditions are simulated effectively. The automatic testing is realized. The mutual interference of reading and writing commands to Frequency Inverter because of using one port is solved. All kinds of control and communication functions are achieved. The applications show that the design of control and communication module is reasonable, the testing process is flexible and controllable, the control and communication is accurate and efficient, the analyzed results are reliable.
