Abstract: This article expounds and discusses the definition and features of fission-style communication systematically and profoundly. By demonstrating the relationship between mobile TV and fission-style communication, it comes to the conclusion that, for fission-style communication, mobile TV is a natural and the most important medium as well as a medium that is best fitted for media evolution theory. At the end of this article, the approaches and measures to establish mobile TV platforms by employing fission-style communication are discussed.

Abstract: Mechanical and electrical products are more and more widely used in all the fields of the society. With the increase in the degree of automation and miniaturization, the structure of many mechanical and electrical products is becoming more and more complex, and the conditions of the use are also increasingly harsh, and therefore more and more product reliability issues are arising, and the reliability technology is being paid more and more attention to. In this paper, aiming at the mechanical and electrical products, from the three aspects of reliability management, reliability design and analysis, and reliability test and evaluation, the reliability research is preliminary studied.

Abstract: With the development of the modern science and technology, new and high technology and the electronic instrument and equipment has been widely used in the referee work of the large scale track and field matches, which is also a prominent feature of the modern large scale track and field matches. Taking the referee work of the track and field match of the Ninth National Games as an example, this article carries on the discussion on the function of the electronic equipment in the large scale track and field competition, to provide a reference for further deepening the recognition and understanding of the characteristics of the modern large scale track and field matches.

Abstract: The FIDIC Condition has been widely applied in the international engineering. The practice applying in foreign-invested projects in China indicates it can speed up the process of standardization of construction project management and improve the level of construction project management. However, because of constraints of various factors, the application of the FIDIC Conditions is limited in China. This paper describes the questions of application and the measures to be taken currently.

Abstract: The amplitude of the demodulated signal from a fiber laser hydrophone is influenced by fluctuations in the amplitude of the interferometric signal. In this paper, two methods of automatic gain control (AGC) based on sum of squares and on the peak to peak value were put forward to obviate this problem in real-time all-digital demodulation of fiber laser hydrophone using phase generated carrier (PGC) method. The error rates of the method based on sum of squares were analyzed, and it was proposed that the error rates would be decreased by stabilizing the amplitude C of modulation signal or improving the performance of filters. The method based on the peak to peak value can be utilized to stabilize the amplitude of the demodulated signal when C>π. The simulation results show that this method works fine, and can solve the amplitude instability problem effectively caused by fluctuations in the amplitude of the interferometric signal.

Abstract: Image mosaics not only can make the collected several original images regenerate a complete image, but also can correct the error caused by imaging distortion of the original images, which can achieve the objective of rapid and correct mosaic image. The program studies the image mosaics of wafer defect inspection system. For the problem that the field range taken by CCD camera under resolution of wafer defect inspection system is small, which cant get the whole wafer image once and influences the extraction of subsequent defect features, the study demands to add image mosaics to the system.

Abstract: This paper, on the basis of the author realizing the skill evaluation system based on real environment, discusses several commonly used parameter estimation methods based on item response theory ( IRT ) and analyzes the advantages and disadvantages of each estimation method and their respective application fields. Also, it expounds the research theory and design process of skill adaptive evaluation system based on real environment and the innovation of the system.

Abstract: In the context of economic globalization and economic crisis, Chinas oil security issues are not merely related to energy access and consumption, but also involve many aspects of the political and economic factors which are becoming increasingly complex. In view of this, we should not only need to attach great importance to energy security, making full use of "two markets and two resources" to take a variety of channels to ensure oil supply diversification, but also should develop oil security strategy from a strategic level, and actively participate in international oil trading system. Furthermore, we should support Chinas oil enterprises from the political, financial and other aspects, so as to ensure adequate, stable and affordable supply of oil to meet Chinas economic construction requirement.

Abstract: In recent years, all levels of government take solving the problem of safe drinking water in rural areas as a major initiative to ensure peoples livelihood. In the process of construction and management of rural safe drinking water project, government, enterprises and users are playing their own roles. The article proposes solutions to the problems that exist in the rural drinking water safety projects, by analyzing the roles of government, enterprises and users, in the management of rural safe drinking water project. It has certain referential significance to the construction and management of rural safe drinking water project.
