Abstract: License plate location (LPL) plays an important role in license plate (LP) recognition systems. Most existing methods can only deal with LPL well in fixed environment such as stable illumination, simple background or constant distance between cameras and vehicles. And the successful rate of LPL is quite affected by those non-LP objects in the background that share similar features with license plate regions. To overcome these problems, in this paper, we propose a novel LPL method using perceptual salient features, which is based on the visual attention mechanism to choose the most salient features for license plate. The proposed approach consists of two main steps. Firstly, candidate license plate regions consistent with the visual perception are detected based on perceptual salient features from the saliency map. Then, the candidate license plate regions are sifted to distinguish a license plate from background, using salient features which are selected and organized by minimizing probability of error. The proposed algorithm was tested with 1942 real images captured in various conditions and achieved an average accuracy of 98.51%. The experiment result shows that our algorithm is robust to the interference of non-LP objects as well as the change of illumination, view angle, position, size and color of license plates.

Abstract: Selecting simultaneous factor is the basis for the power system load forecasting reasonably. Presently, the simultaneous factors selection is lack of theoretical basis, selecting results cant match the actual electricity demand of community reasonably. Accordingly, this paper presents a method for determining simultaneous factor of city community based on data mining. By analyzing the main factor of city communitys simultaneous factor, construct index system of simultaneous factors influencing factor. Establish the fuzzy membership function to do the unified quantization of qualitative indexes and standardization, do cluster analysis with the treated samples based on fuzzy K-means clustering algorithm, according to the clustering results predict new samples simultaneous factor. The actual examples show that, this methods selection principle of simultaneous factor is more systematic and scientific, the results are more significant for the distribution network planning of practical city community.

Abstract: Cloud computing technology created a brand new approach for further information resources management and utilization. Based on exploring characteristics and applications of cloud computing technology, the study in this paper is focused on cloud service with information resources. The aim of this study is to construct a cloud service model, namely Information Resource as a Service (IRaaS). Our model depicts the components of IRaaS and relationships among those components, which builds up a prime foundation for further studying on both information resource management and service.

Abstract: Web services technology gained popularity in recent years and became an evident model of Web. The benefits offered by web services include provision of platform for interaction of several applications through the Internet. Users interact with web services by means of Internet. The tremendous advancement in Internet technology has enabled new form of services and activities. Performance of web services is of great importance to the users and is heavily dependent on underlying Internet access technologies. In this paper, we describe three mostly used Internet access technologies and analyze the performance of web services over these technologies by using open-source web service testing tools. Results of the comparison will help in better understanding the impact of these technologies on performance of web services, and also selection and usage of suitable Internet access technologies for web services.

Abstract: In order to shorten the total time of the ships in port at a planning horizon, an integrated optimization method for berth schedule and quay crane allocation was developed. Interrelation between berth and quay crane allocation was analyzed, sharing quay cranes with the adjacent berths was put forward, dynamically allocating the limited quay cranes in the scheduling of handling tasks on each ship, an integer mathematical planning model was set up, and a corresponding genetic algorithm was designed to solve the problem. The result suggests that the method can improve container handling efficiency effectively compared with that of separate allocation.

Abstract: In order to take into account the tradeoff relation between the watermark quality and the watermark robustness in digital image copyright protection, a novel generation method of image watermarking is proposed with block compressed sensing in DWT domain. The watermark data are formed by utilizing measurement values of blocking compressed sensing to fingerprint image, and are embedded into all sub-blocks of the LLn sub-band of the transformed host image. Experimental results show that the introduction of compressed sensing theory improves the robustness for resisting attacks and recovery quality of the fingerprint image watermarking.

Abstract: With reference to the traditional two dimensional cellular automata network model, we design a kind of hexagonal network model with reconfigurable boundary. By simulating, we have achieved a series of experiments based on the model of the network packet exchange .Then we draw that the node load under congestion phase state is with characteristics of white noise and 1/f noise by computing the power spectrum density. And the results reveal the fact that, the hexagonal one gains more efficient network transmission capacity than the square one, and it is more applicable for the behavioral modeling study on the large-scale network.

Abstract: With the development of Internet technology and Cloud Computing, more and more applications have to be confronted with the challenges of big data. NoSQL Database is fit to the management of big data because of the characteristics of high scalability, high availability and high fault-tolerance. And it is one of the technologies of the management of big data. We will improve the performance of massive data processing of NoSQL Database through the large scale data parallel data processing and data localize of computing. So how to allocate the data will be a big challenge of NoSQL Database. In this paper we will propose a data allocation strategy based on the nodes load, which can adjust the data allocation strategy by the execute status of the system. And it can keep the balance of data allocation by a small cost. At last we will use some experiments to verify the effectiveness of the strategy which is proposed in this paper. The experiments show that it can improve the systems performance than other allocation strategy.

Abstract: Based on the analysis of the method of natural sampling, symmetry regular sampling and all kinds of asymmetry regular sampling, a sampling method based on MATLAB and MCU is presented in this essay, which is called digitized quasi-natural sampling method. With the use of the powerful operation ability of MATLAB in this method to calculate the numerical value required in advance, much more operation burden of MCU is reduced , then MCU can do the control easily according to the value presented.
