Abstract:

This study focuses on several key problems of the control and planning of total amount of marine pollutant. In this study, the definition of the concept and tasks of the control and planning of total amount of marine pollutant, as well as the time and spatial scale of the planning, is put forward. It also discusses the relationship of the planning with other related plans. The key points of the control and planning of total amount of marine pollutant are established, such as the purpose, guiding thoughts and principles. The technology roadmap of the planning is developed. These above discussions lay a theoretical foundation for the compilation of the control and planning of total amount of marine pollutant.
