The Application of Analytic Hierarchy Process in Delimiting Congestion Charging Area

Abstract:

Traffic congestion is the main factor which restricts urban development. It causes hazards to city such as environmental pollution, energy loss, the decline of road passage efficiency and traffic safety. Through practice shows aboard, congestion charge is an effective method to solve the problem. Based on the Analytic Hierarchy Process (AHP), congestion charging area is delimited in the paper. The factors impact delimiting charging area is analyzed, and an evaluation index system is built up. Taking a city as an example, results indicate that traffic volume is the most important factor when definite the charging area.
