Abstract: In this paper, we address the project scheduling problem with the aim of making the best use of people's talents while minimizing project makespan and the amount of wasted resources. The purpose of proposing this problem is to assist project managers to improve the quality of products and save cost. To solve this problem, we also proposed an immune genetic algorithm (IGA). This algorithm designs feasible schedule for projects. By designing computational experiments carried out on j60 from PSPLIB, we evaluate the performance of proposed IGA as well as compare it with traditional GA. It turns out that proposed IGA performs much better in the aspect of improving diversity and minimizing makespan, which provides more diverse and effective solutions.

Abstract: This is a study to investigate the current status and future trends of IT project management in Saudi Arabia. The organization ability of transition from traditional software development methodology to agile methodologies is addressed as well. The study is based on online survey that was answered by 17 respondents who represent six big organizations from the private and the government sectors. The results are analyzed and discussed. The expected obstacles that organizations could face when changing to agile methodologies are discussed.

Abstract: The qualitative method, which can be divided into three types: the technocrat type, the chart type and the system type, is mainly adopted to identify the risk of ATC operation units but has the disadvantages in low work efficiency, poor visibility and easily influenced by subjective factors. In order to overcome its drawbacks, the quantitative risk identification model, which based on the idea of attribute reduction in rough set theory, is established to eliminate redundant risk indexes and improve the accuracy of risk identification on the condition of without losing key risk indexes. This mode will be applied to identify risk consisting in the control mode changing of ATC operation unit. The result show that 4 key risk indexes are extracted from 24 basic risk indexes which is premised on the consistency evaluation of expert evaluation results used the Kendall harmonious coefficient, and then provide the basis for the control decision.

Abstract: Some enterprises of the Pearl River Delta had invested in Hunan province, and they played significant roles in Hunan’s economic development. However, the contribution to economic growth in general was not obvious in Hunan. According to the quantitative analysis that Hunan undertook an obstacle to the shift of the Pearl River Delta Industry. It could be found: The actual utilization of foreign investment in Hunan, Hunan road length, the balance of rural and urban residents in Hunan, Hunan consumption level and years of commodity market turnover, these five variables are the key barriers that Hunan could not take over the transfer successfully in Internet era. Five variables representing the Government's institutional arrangements for attracting foreign investment, transport infrastructure, subject to cultural constraints on investment entrepreneurial spirit, the regional market factors in Hunan that be decided from the regional market size and level of development. Therefore, to speed up the transfer of industries in Hunan docking the Pearl River Delta, it must be focused on several aspects of the above and then do the reform and innovation.

Abstract: Teaching quality evaluation plays a key role for universities to improve its teaching quality and becomes a hot spot research field for related researchers. In this paper, we established the evaluation model of teaching quality based on BP neural network. Firstly an evaluation index system of teaching quality is designed. Then, according to the system we design the structure of BP neural network, determine the parameters and give the algorithm description. Finally, we program and verify the validity of the model in MATLAB environment. The experimental results show that the model can evaluate teaching quality practically by the evaluation index.
