Benefit Evaluation of Government Emergency Procurement Based on AHP Method

Abstract:

In order to evaluate the benefit of government emergency procurement, analytical hierarchy process method (AHP method) is used in this paper. After establishing a clarity and comprehensive government emergency procurement evaluation index system, which includes emergency benefit, economic benefit and social benefit, this paper applies the AHP method on the system and gives the specific calculating process. Calculating results show that the most important benefit evaluation index is promptness rate of time. It means that the government has to procure materials as soon as possible after emergencies. The application of AHP method on determining the importance of indexes reflects the objectivity and impartiality of benefit evaluation process. It is an effective and practical method and can be applied in other fields.
