Abstract:

The U.S. national environmental performance partnership system (NEPP) includes national environmental policy planning system, performance partnership agreement (PPA) and performance partnership grant (PPG) three elements. National environmental planning policy establishes the highest level of environmental plans and objectives meanwhile monitor and evaluate the performances. PPA and PPG implement the plan to meet the goals. With the status of environmental management in China, the U.S. NEPP system can inspires our government mainly in four aspects: to bring all levels of governments into play, to create specific targeted environmental protection activities, to found a sound monitoring and evaluation system and to form the test data Scientifically
