Abstract:

The indicator system foundation for Strategic Environmental Assessment (SEA) is the important step for SEA to enter into practical application stage from theory study stage .The essence of found SEA indicator system is to found its specific assess details, which is assessment factor. In this study the characteristics of indicator system were analyzed and the basic principles and method for establishing the indicator system for SEA were created; Employed the environmental impact assessment for general plan of plain metropolis of China as an example, available indicator of SEA for sets urban master planning were established.
