Policies on the Development Unconventional Natural Gas

Abstract:

With the rapid progress of socio-economy, the energy consumption is increasing rapidly. Due to the limitation of conventional natural gas resources, with the increase in the difficulty in the development, in order to realize the sustainable development of Chinese energy and guarantee the safety of energy supply, the exploration of unconventional natural gas resources should be enhanced. Based on the successful lessons from American policies on the development of unconventional gas, the existing policies and problems in China on the development of unconventional natural gas have been analyzed, mainly including such aspects as low market level on products price, deficient financial support, restraints from core development technologies, overlapping mineral rights between coal and coalbed methane (CBM), deficient investment in pipe network infrastructure, thus relative suggestions were brought up ----financial policies on the development should be improved, market price mechanism should be established, infrastructure construction of pipe net should be sped up, and technological research on the development should be enhanced.
