Abstract: Scientific research funds task indicator is one of the most important management which is becoming highly valued in research institutions. The key issue of scientific research management is how to define stimulating and scientific annual task indicator. Based on sustainable development theory, the paper comparing quadratic and Grey model GM (1, 1) based on actual data of one research institution, the result suggest that Grey model GM (1, 1) reach high forecast accuracy and can be use to forecast Scientific research funds. The conclusions as follows were reached,first, the next funds is highly correlated with historical funds, and Grey model GM (1, 1) is worth applying to define and forecast annual target of scientific research funds.

Abstract: This thesis intends to study the technology that case base reason (CBR) and grey relationship analysis are used to forecast the demand. The rescue database with plenty of information is used. CBR is used to calculate the similarity matrix between historical cases and target cases, and then the similarity vector is calculated. The grey relationships between historical cases and target cases are analyzed, and then the model is built where the similarity and grey relationships are integrated; the cases are verified by the model at the end

Abstract: Preventing tramcar accidents is very important in the production of the coal mine. In this paper, S7-200PLC and BP neural network are used to design a intelligent flexible anti-running system. The control system adopts normally closed and flexible bufferred barrier. Following is the simulation experiment scheme. The BP neural network is adopted to eliminate the influence of temperature and filter by photo-electric coupler, which can measure the accurate and reliable tramcar speed. If the speed is faster than set point, the system will give an alarm and barrier does not work ,which stops the harvesters continuing running. This method guarantees the safe operation of coal mine.

Abstract: The network education of colleges or universities has become one of the effective complement to traditional education. The Network education can be divided into autonomous distance education and real-time online distance education which could be applied in different conditions. The Network education has fundamentally changed the teaching method of traditional educations. It may even change the whole ideas on education. It could break out the limit of time and distance. Students will have more flexibility when they begin to study. This article investigates domestic colleges and universities technology ability and the infrastructure, analyzes the cost of software and hardware resources for network education recently, and plans three feasible network teaching system.

Abstract: With the widely acception of extended producer responsibility system, reverse logistics has attracted more and more attention. For manufacturers, reverse logistics activities is not inseparable to the general forward logistics, and they constitute the closed-loop supply chain. Decision makers of enterprises need to control the new products inventory and the recovered materials inventory to make the enterprises get the maximum profit.In this paper,the inventory characteristics under the closed-loop supply chain be analyzed and a inventory model for a single repair period, many production period is proposed .On condition that the number of recovery is controlled by the recycling price and is equal in different cycles,the recovered products can be sold as new.A economic production quantity and recycling price can be solved to make the total cost of a single cycle lowest ,which provides a basis for business decisions.

Abstract: as a complex of capital, technology and management, FDI has become the focus of attention of many scholars. It is important for technological progress, industrial upgrading and economic growth mode transformation to optimize the quality of foreign investment and enhance FDI technology spillovers, On the base of foreign direct investment theories, it empirically analyzes regional differences of FDI technology spillover effects and explores the causes, and then finds the problems in the use of FDI in China's three major regions, particularly in central and western regions, and ultimately provide a reference for optimizing the use of FDI and enhancing the spillover effects of FDI on domestic enterprises.

Abstract: We build a multi-dimensional qualitative & quantitative Indexes System and using AHP & TOPSIS method for industrial choice evaluation of regional strategic emerging industries of China. We take Anhui Province emerging strategic industries choice to do the empirical analysis as an example. Through comparative analysis, it proves the feasibility and reliability of the multi dimension evaluation Indexes System , verify the strategic significance, industry development, industry value - region matching degree are positive correlation with industry selection result. Finally, the paper put forward suggestions to government for the adjustment of industrial policy.
