ITS can effectively make use of existing transportation facilities, to reduce the traffic load and environmental pollution, to ensure traffic safety, improve transport efficiency [3].
Floating Car Data technology is one of the International Intelligent Transportation Systems (ITS) in recent years, advanced technical means of access to the roads traffic information.
The traffic flow is the basis data of the urban traffic guidance.

Introduction Advanced Driving Simulators (ADS), which coupled with high-fidelity scenario & audio subsystem, multi-DOFs motion subsystem, cab subsystem and multi-channel projection subsystem etc., have become the key experimental equipment in current traffic safety research area and played great role in the study of driving behavior, road safety audit and traffic crash reconstruction and so on.
Employing with ADS, the drivers were immersed in sight, sound and movement so real that impending traffic crash scenarios can be convincingly presented with no danger to subject drivers.
It provides the perceptual information of wheels and different road conditions for drivers and subsequently prompts drivers to take appropriate driving behavior (such as speed, steering and braking, etc.) to ensuring their traffic safety.

TT has also an important applicability in transport logistics - to reduce distribution costs for operators, distribution safety, improve service quality, efficiency establishing a network for planned transport: CVO (Commercial Vehicle Operation), EMS (Emergency Management System).
Numerous studies have shown that TT is a transport indicator sensitive to several factors: Demographic, Urban, Road design and management, road signalling system; The level of congestion of traffic flow; Human; The vehicle and its facilities; Environmental factors; Time of day, week, month, year, holidays, seasonality, tourism; Traffic flow characteristics coordinated with the signalling system; Special incidents that cause delays during trips; Speed traffic flow; Structure of traffic.
When travelling the test vehicle was driven in accordance to the general traffic flow.

First, the concentric circle structure about city traffic demands and traffic resources of cities.
Therefore, it brought a series problem, such as city traffic, traffic congestion, average speed is declining;,but the traffic accidents increase.
Solve the city traffic jam, the overall objectives and positioning of city public transportation is the completion of the "city public traffic system guarantee, service quality, perfect facilities, operation safety, management norms", the establishment of city public traffic status in the city traffic system, better satisfy people's basic demand for travel.
The fourth is the public traffic space to upgrade, various elements integrated rail, bus, slow traffic system and traffic environment, traffic environment, to create safe, efficient, green traffic space, improving people's travel quality.
