Case Study of the Bird’S Nest: Risks and Opportunities in China’S Ppp Implementations in Major Sports Facilities Wei Liang1,a, Xinyi Song2,b and Shouqing Wang1,c 1 Department of Construction Management, Tsinghua University, Beijing, China, 100084 2 Department of Civil Engineering and Engineering Mechanics, Columbia University, New York, USA ah820968@yahoo.com.cn, bxs2149@columbia.edu, csqwang@tsinghua.edu.cn Key words: Public-Private Partnership; Risk Management; Bird’s Nest; Major Sports Facilities Abstract.
Jiulin Li, chief engineer of the project, stated: “It is a win-win situation for both private and public sectors” in one of the interviews conducted by the authors.
Despite this dispute, the public and private sectors have managed to maintain an amicable relationship, and have expressed the intendancy for future cooperation according to a follow-up interview with Chief Engineer Jiulin Li.
Compared to those risks related to government behavior or public attitude, the project level risks are more critical for the Bird’s Nest, such as Unproven Engineering Techniques, Construction Delay, and Force Majeure.
Strict requirements on schedule and quality, as well as the difficult engineering techniques make major sports facilities PPP projects different from general PPPs, the project level risks are noteworthy.
