Abstract: The current asphalt binder specifications in Libya are based on the Penetration Grade: penetration test is performed at 25°C.
Among these, models for the prediction of high and low pavement temperatures based upon the air temperature data was established during the Strategic Highway Research Program (SHRP).However, later SHRP established the Long Term Pavement Performance (LTPP) program to support a broad range of pavement performance analysis leading to improved engineering tools to design, construct, and manage pavements.

The search for preserving the environment and avoiding the scarcity of natural resources leads civil construction to seek new technical measures tending to the sustainability of its activities, among them, the use of soil-cement bricks and construction and demolition waste (CDW), contributing to the reduction of materials discarded and costs in the works.
Introduction The use of construction and demolition waste (CDW) stands out as an alternative to sustainability, seeking to value the materials discarded in the works and engineering materials, attributing them the status of noble material.
In relation to the valorization of the materials discarded in construction and engineering materials, the soil-cement brick produces a smaller quantity of residues, and the residues of other constructions can also be used for its manufacture.
In order to rationalize materials, labor and reduce waste rates at construction sites, the production of CDW soil-cement bricks becomes an excellent solution for civil construction by using low-consumption building materials Energy and promote an effective impact on environmental conservation [9,10].

Introduction In recent years, in order to ensure the safety and durability of the large civil engineering structure, many long-span bridges and super-tall buildings have established the real-time health monitoring system.
Conclusion Ientify process for this paper showed that modal parameter identification algorithms based on power spectrum singular value decomposition has overcomed the subjectivity of peak frequency domain method to select mode,it can select a characteristic frequency and identification close mode precisely and objectively with the characteristics of simple practical processing quickly, can be in practical engineering application.
