The rural grass-roots government informationization is the end of national informatization construction of rural economic development level, is restricted by many factors such as, infrastructure, financial, human and material resources, insufficient investment, long-term since become the bottleneck of government informatization.
Up to now, a total of 4449 released all kinds of information, focusing on the "key projects" content and "grass-roots democracy", "urban and rural", "rural", "employment" and other relevant policies are issued.
Planning the implementation of the National Informatization Leading Group national e-government construction, should promote below the county level e-government projects, from the top design information into people's homes and planning principles, focus on implementation, increase capital, manpower, material inputs, improving local government attaches great importance to the development of e-government.
As of 2005, the Ministry of information industry restart phone "the village engineering", will the village task according to operating income and network coverage at the time of the six telecom operators (China Mobile, China Telecom, China Netcom, Chinese Unicom, China Tietong, China allocation between Wei Tong).

Key words:The reliability analysis of ship-bridge collision; ANSYS; Response Surface Method; BOX-BEHNKEN; Monte-Carlo method
Abstract: As for the reliability of ship-bridge collision, function relation between the structure response variable and basic variable is very complex and the traditional theory has been difficult to work it out, so we need the help of finite element numerical method to obtain the solution.
The sampling of Monte-Carlo method is classified into three kinds, respectively Latin Hypercube Sampling, Direct Monte-Carlo Sampling, from the User-Defined Sampling, among which the Latin Hypercube Sampling avoids the direct method of repeated sampling and improves the engineering calculation efficiency.
In the structure reliability analysis, the structure of the limit state equation was expressed by Performance Function, the form is: Z=g(X), one X = (X1,X2,X3,……,Xn) is a project of the random factors, such as the structure of the geometry size, structure load, materials parameters of the randomness, etc.
Conclusions (1) In the practical engineering structure reliability calculation, when the structure of the failure probability is less than , the traditional Monte Carlo method sampling frequency is very large, occuping a very large computing time.
In some large complex for calculating reliability engineering, the response surface function is obtained by sampling analysis on structure, it can reflect the basic characteristics of the structure, it is of high precision, and, in some circumstances, the reliability of ODRSM-MCS even more accurate than the MSC.

Abstract.
As shown in result, the increment in length of track simulated doesn’t have an obvious adverse effect on a program's complexity and computational cost, which is suitable for calculation of engineering.
One possible reason is that the magnitude of axial force loaded is not enough to impact the system stiffness matrix, the material and specified structure keeps the system steady.

It is used to launch satellites as a propulsion device through the interaction of high power laser and material.
The laser propulsion numerical simulation of the evolution law of plasma flow field and thrust production process is the key point for the laser propulsion to go from foundational study to actual application.
With the development and maturation of parallel computation technology, the parallel processing of large-scale scientific and engineering computation has already become an inevitable trend.
