In order to overcome the problem, the composite base is introduced which is composed by both flexible and chemically stabilized material.
Now many countries have used the flexible material (i.e. unbound aggregate) to construct base such as America and Japan etc [2].
On the other hand, the initial cost of semi-rigid layer is much lower than asphalt material which is suitable for the developing countries.
The parameters of road material are listed in table 1.

(6) Calculation of the relating degree of the object about the grade : (8) The calculation example First, supposes there are 3 sample projects, their cost risk is divided into 4 grades as , , and . 5 general cost risk evaluation indices are selected as follows: technical risk, contract risk, material risk, personnel risk and security risk [3].
For example, the calculation results of sample 1 are listed as fallows: Table 1 Relating degrees of each index of sample 1 about the 4 risk grades Iindices Technical risk Contract risk Material risk Personnel risk Security risk sample1 -0.720 -0.233 -0.682 -0.161 -0.333 -0.650 -0.080 -0.462 0.429 0.333 -0.300 0.357 0 0.385 0.222 0.417 -0.258 0 -0.188 -0.250 Third, the weight coefficients of indices are calculated.
Table 2 Weight coefficients of indices Indices Technical risk Contract risk Material risk Personnel risk Security risk 0.131 0.053 0.363 0.275 0.178 According to Eq. 8, relating degrees of sample projects for evaluation about the 4 grades are calculated.
