The legal relationship of nuclear damage liability, generally speaking, is only often related to the area of civil nuclear power industry, including the development of civil nuclear materials, nuclear fuel, transportation, production, storage and nuclear waste disposal involving nuclear activities, but does not include nuclear power in the field of military activities, or those with only a lower risk of nuclear activities, such as teaching and research, medical, industrial and agricultural production in the use of radioactive isotopes and uranium mining and smelting activity .( Cai Xianfeng, 2008:45.)
The establishment of the double or multiple relief mechanism in international convention has better provided material guarantee for the relief of the victim.

In China, Tianjin University, Hunan Institute of physics, and Chinese Academy of Sciences Institute of acoustics have all developed mature products in film thickness measurement with a larger scale (above 1mm) has developed a mature product.
Among the layers and plates, the upper plate can be produced by iron nickel alloy material with low temperature coefficient, while the material of inner and outer insulating layers on measuring head is chosen as PTFE, the thickness of which should be as small as possible under the processing conditions permit.
This kind of sensor can be used for the detection of thin non-metallic material thickness, and in dynamic measurement and the static measurement applications.Through precise capacitance calculation, it has been found that additional capacitance caused by the edge effect is large, which has the very big relationships with plate distance and plate thickness.
