Abstract—Typical characteristics of web manufacturing process ,when compared with other sheet or flat product manufacturing, are the large value of web width and production speed .So the development of new and efficient algorithm invokes the interests of many researchers.

This is mainly because: (1) as output variables, alumina concentration can not be directly measured, which must depend on long time interval sampling and analysis. (2) electrolytic aluminum production process cannot be described with mathematical analytical model, the factors which affect the electrolytic aluminum concentration are many, such as raw material composition, voltage and current, additives, aluminum quantity, anode movement, those have the uncertainty.
Cell is a complex system with multi-variable coupled, nonlinear, time-varying and large delay, due to its own between electrolytic cell material and the energy balance state, which bring about enormous difficulties for the precise mathematical model's establishment.

The SPS method is that, install enclosure steel plates at the perimeter of old deck plate, and cover them with a new steel plate to form a shallow watertight empty cavity, then inject a elastic material mixed with two components into it, about ten minutes later these two components are reacted into a solid elastic sandwich plate which bond the old deck plate and new steel plate permanently(refer to Fig. 1) [3].
The 3-D FE models of orthotropic steel bridge deck before and after strengthened with SPS were established by ANSYS, the stress distribution of bridge deck under the vehicle load designed in current code in China were compared before and after strengthening, and the material parameters of SPS were analyzed.
