In “China's Sustainable Development Strategy Report 2006”[5], the Chinese Academy of Sciences first put forward the thrift index or environmental performance index which is for the comprehensive evaluation of the economical society; Li Wang[6],RuihuaLIU[7] et al build an evaluation schemes by quantifying single index and combining many indexes; Xiangmin Zeng, et al and others established the comprehensive evaluation indexes of "two-oriented society" for Wuhan City[9,10].
