Abstract.
It is shown that when building constructions, if a thin layer of a rubberlike material is inserted between the concrete base and the foundation, it will bring to the diminution of dangerous vibrations in the base and as an effect to the increase of the construction seismosteadiness.
Fig. 2 Fig. 3 Fig. 4 In case when the upper and the lower layers are from concrete (E=3.0262*10 10 Pa, G=1.0435*10 10 Pa, � =2300 kg/m 3 ) and the middle layer is from rubber, we have graphs (Fig. 6,7): From the graphs it is obvious, that if all the three layers are made from rigid-similar materials, then the vibrations amplitudes grow (even if insignificantly negligibly) from layer to layer.
When the middle layer is from a more soft material (for example, rubber), the vibration amplitudes in the upper layer diminish sharply.

Experimental Methods
Weigh a certain amount of heavy oil and add water with the mass fraction of 30% to 300mL of intermittent high-temperature autoclave soluble organic acid catalyst with the mass fraction of 0.1%, hydrogen donor mass fraction formic acid as well as urea additives with the mass fraction of 7%.
This phenomenon explains that due to evaporation and the material diluted by the heavy oil which carries aliphatic side chains (generated by thermal effects), it results in a more stable hydrocarbons.
