1.1 Settings of hierarchy classification system
Based on the carrying capacities of water resources and water environment, focusing on the rational development and effective protection of water resources, aiming at improving water quality and suppressing the degradation of water ecosystem, according to the Standard for Water Function Zoning (GB/T 50594), the water function zoning is a two-level system, i.e., the first-level zoning and the second-level zoning[5, 6].
