The financial and housing and urban-rural development departments in a county or city shall take charge of the application of the local demonstration projects, check on the relative materials concerning the demonstration projects, summarize and then report to the provincial financial and housing and urban-rural development departments, which shall further confirm and approve the applied projects before transfer to Ministry of Finance (MOF) and Ministry of Housing and Urban-Rural Development (MOHURD)
The local government shall during the execution perfectly organize the supervision and examination works concerning the quality of the energy conservation materials, the performance of the equipment products, the preservation of test points, and perform the spot inspection together with the local engineering quality test organizations on the fields and funds of the demonstration projects [4]

In this regard, different formulas of multiple emulsions based on paraffin oil have been developed in order to investigate the effect of hydrophilic surfactants and GX used at different concentrations on the stability and rheology of multiple emulsions prepared.
