Abstract: There are hundreds of accidents every day recorded by government due to the human factor and environmental factor in Taiwan. The accident usually involved the money dispute; therefore the accident appraisal must indicate the bilateral parties’ blame clearly: all blame; major blame; minor blame and none blame. Although the local police can give a preliminary analysis report at first, the report cannot be official evidence. If the people need a credible appraisal report, they have to apply for the Taiwan Provincial Government Traffic Accident Investigation Committee’s accident appraisal report. However, applying for Committee’s accident appraisal report will take long time. Therefore, this study employed radial basis function neural network to build an expert system for appraisal of bilateral vehicle accident. The database was built from 307 accident cases in Taiwan from the year of 2004 to 2010. According to Committee’s analysis, there are 30 appraisal basses including 6 environmental basses and 24 vehicle basses chosen to be the input of the expert system. The training data includes three types: 70 cases training; 140 cases training; 207 cases training. Validation stage was carried out by using 100 fixed cases and the correctness was recorded. In the first stage, correctness rate is 76% for training with 70 cases. In the second stage, correctness rate is increased to 81% for training with 140 cases. In the third stage, correctness rate is increased to 89% for training with 207 cases. The training and validation processes were completed in one second. Therefore, the expert system proposed in this work is demonstrated to be an efficient system for the accident appraisal.

Abstract: Retracted paper: In recent years, much research has been devoted to the study of Scheme; unfortunately, few have improved the refinement of simulated annealing. Given the current status of pervasive configurations, theorists urgently desire the visualization of consistent hashing. We leave out these results for now. We show that although e-business can be made unstable, secure, and distributed, voice-over-IP and SCSI disks are often incompatible.

Abstract: The salient region detection has been a very important study in machine vision and image analysis. Reliable estimation of visual saliency allows appropriate processing of images without prior knowledge of their contents, and thus remains an important step in many computer vision tasks including image segmentation, object recognition, adaptive compression and image retrieval. This paper presents a global-based contrast region detection method. The color information and the relevance of spatial location were taken into account. Experimental results show that the proposed method compared with the existed methods, our method yielded better detection effect, more precise and low complexity, at the same time, the method was more applicable for salient region detection of microscopic image.

Abstract: For the stereo matching problem in the non-texture, occluded and depth discontinuity regions, a new stereo matching algorithm that based on the adaptive support-weight of Graph Cuts is proposed. It can reduce the matching error in the depth discontinuity and non-texture regions by the single adaptive support-weight matching methods. The occlusion and smoothness penalty is considered by building the energy function. The experimental results show that the proposed algorithm can achieve more precise and reliability matching.

Abstract: In this paper we review fundamental results that form the background for the topics discussed in this dissertation. This paper presents criteria for the necessity and sufficiency of stabilization, and presents the fundamental limitations of feedback control systems caused by causality and finite- capacity communication links. Limitations on stabilization in the determin-istic sense and in several stochastic frameworks have been presented. The results dealt with the case of a discrete channel as well as a packet-based network.

Abstract: In this paper, a fuzzy controller of hydraulic dynamometer water supply pressure was realized by Mamdani fuzzy inference system. The schema of database of fuzzy inference rules and member functions was introduced. An algorithm of fuzzy inference based on VC++6.0 was presented.

Abstract: This work proposes a generalized predictive control (GPC) based controller for the temperature of HVAC chilled water supply. In this paper, several models of evaporator are firstly introduced, wherein an identified black-box model is selected for the purpose of controller design. Based on this model, a GPC based controller is employed to obtain a satisfactory performance even with the presence of disturbance. The theoretical results show the stability of the closed-loop system and the performance of this scheme is compared with that of traditional PID controller under simulation environment.

Abstract: In CAD/CAM integration system, the problem of the path optimization to be thorough researched. Through numerical describe of information elements, by using graph theory of traveling salesman problem,set up the mathematical model of path optimization problem. Based on ant colony algorithm and lin-kernighan (LK) algorithm, an intelligence fusion algorithm is put forward. With group of holes processing as an example, the group of holes drilling tool path of optimized, and realize the CAD/CAM many features of optimization, which greatly improve the processing precision and efficiency.

Abstract: In order to translate TRIZ solution into specific solution, situational analogy is introduced. Considering complex case is usually composed of several sub-situations which can be converted to each other, and the conversions between sub-situations contain implicit hint which are useful for the translating process, a knowledge structure of TRIZ case is proposed based on analyzing the relationship among the situation, concept and percept. Based on the proposal knowledge structure, a case searching process is offered. Finally, using the ARIZ process shows the availability of proposal knowledge structure.
