But the development ability is weak become the important factors that limit the industrial economic benefit. In Shanghai, Beijing, respectively, competitiveness is weak profitability, embodied in total assets contribution rate, net profit margin is low. Shandong is the development ability is weak, low proportion of government investment in science and technology become the factors that limit to improve economic benefit. Guangdong, Jiangsu, Fujian, Zhejiang from the basic indicators and the results of the analysis, the above four provinces profit ability, operation ability and development ability of correlation degree between 0. 5 to 0. 6, a more balanced development; But compared with the first step is slightly behind. Therefore, four provinces should in a balanced economic development at the same time, to foster economic development advantage, to the improvement of economic efficiency and the high speed development of economy. Liaoning, Hebei, Hainan industrial economic benefit evaluation result is low. Throughout all the provinces of data and the evaluation results, which can be found in the three provinces in the process of improve the economic benefit is obvious polarized, and the indices. Therefore, three provinces in the process of industrial development in the future, should emphasize the balanced development of industrial system, to solve related disadvantage factors, in order to ensure sound and rapid development of industrial economy.

SUMMARY Through the empirical analysis, we found that the east of the city's industrial economic benefit level is uneven, there is a gap. Eastern provinces of industrial economic benefits has its uneven, thus restricting the industry to further improve the economic benefit.
