Abstract: In this study reliability theory was applied in evacuation time of pedestrians in the subway, especially taking the correlation of pedestrian speed and pedestrian flow coefficient into account. Firstly, the traditional evacuation time design formula was regarded as research model. Statistical distribution of pedestrian speed and pedestrian flow coefficient in the model was analyzed .Thus the reliability limit state equation was built. Then the evacuation time’s reliability probability was obtained according to the checking point method of generalized random space. At last the process of how different factors influence the reliability was analyzed. Results show that we should consider the correlation between pedestrian speed and export flow rate when correlation is big (absolute value is greater than 0.5, for example).Our conclusions will contribute to related research and the formulation of actual planning.

Abstract: The work includes the theoretical and practical research in the field of civil and land legislation. There are some conclusions based on the scientific analysis of the law and legal practice that were made containing the analysis of the problems related to the conclusion and state registration of real estate lease agreements and their execution. Some proposals on improvement of the existing Russian legislation were made by the author.

Abstract: The paper introduces an alternative method for damage pricing on buildings in consequence of defects, failures and collapses. This alternative method operates with time-independent price of the structure and follows damage on the construction. By using the risk analysis method the price of construction can be reduced depending on the technical conditions of the structure and the construction assessment can be made with compare of structures health.

Abstract: The study of silts settling nature in reservoirs and assessment of their accumulation volume are of significant importence and have direct relation to the water balance, evaluation of the actual volume for the reservoir regulation, and effective use of water resources. The purpose of this work is determination of accumulated amount of sediments and their settling pattern along the Khachen reservoir in the Republic of Nagorno Karabagh on the basis of analytic and field study. During 2012-2013 a number of field studies have been carried out designed to elucidate conditions under which mud and silt carried by the river are formed, their volume, grain-size composition, and nature of their accumulation over 50 years of the Khachen reservoir operation. In the presented developments data on water and silt flows, actual coordinates of the Khachen reservoir bottom and the banks and grain fineness measurements have been used. The study results permit to arrive at the conclusion that comparison of analytic analysis and field measurements enables to reliably evaluate the Khachen reservoir sedimentation regime, to refine geometrical characteristics of the accumulated sediments and make scientific prognostication on the further change of usable storage of the reservoir and the life of the dam and power station.

Abstract: The subject matter of this thesis is a proposal for a method of valuation of special effects that will impact real estate prices. It deals with proposed procedures for valuation of intangible assets (goodwill), and definitions of such property. Special effects are in particular name, historical value, design, quality of layout, security aspects, accessibility, conflict groups of inhabitants in or near the property, location and other. The value of special effects can be calculated as the difference between market value and the material value of such property without coefficients of merchantability.

Abstract: The subject of this paper is to evaluate criteria in the decision-making process for choosing new usable office facilities in light of a big company or public service seeking for new usable office facilities. The criteria defining the requirements for individual selection variants enter into this decision-making process. These criteria have qualitative and quantitative characters. In order to model the criteria, it is desirable that their values are standardized. The method of standardization of these criteria is given in this paper.
In this paper, attention is paid to the decision-making process in the course of choosing new usable facilities in administration objects. This decision-making process is based on input data analyses and on conclusions for a certain selection variant resulting from them.

Abstract: the paper in the field of property valuation represents the preliminary information review of the problems of capitalization rates applied to the property. It contains proposal for a methodology of determination of the capitalization rate including their data and results evaluation. These results will be achieved by using the comparison of sales prices and rental prices for specific categories of properties and specific locations.

Abstract: In various sectors in Poland, aims of sustainable development are being implemented more or less successfully. It is necessary to apply the principles of sustainable development to the human behaviour and activity of business entities, because there are more and more activities particularly harmful to the natural environment. The implemented modern technologies aimed at the elimination of (or eliminating) the negative impact of human and business activities on the natural environment, are bringing the desired results as far as the protection of individual natural resources is concerned. Inability to define the economic value of the natural resources results in their constant, excessive exploitation and degradation. However, the growing awareness of the environmental issue in Poland is resulting in the application of technologies that protect individual natural resources. The paper attempts to determine the measures of sustainable development of construction sector in the scope of economic and environmental order, and to classify all of the economic sectors in Poland in accordance with the achieved level sustainability. For this purpose one has used the numerical taxonomy methods, and in particular the methods of linear ordering of objects (that involve projection of the objects from a multidimensional space of features onto a straight line), called the methods of multidimensional comparative analysis. The measures were designed based on available statistical data from 2012. The purpose of this article is comparison the construction sector to each other and to find out which sectors are similar to each other in terms of sustainability level, and to find sectors that have managed to achieve the best results in this regard.

Abstract: Building the local economy in terms of its structures and relationships is a major challenge for local authorities. Particularly difficult for regional competitiveness are the areas which focuses many companies with the same or a related sector. It is important to manage appropriately with their resources and production capabilities, which can bring benefits both for the region and the entities operating in a specific region. Identification of clusters is the initial action allowing to know the economic strength of its regional dimension. At the economic and political level, the cluster provides support for the government, which is able to capture the sense of the range of need for innovative activities in the region and this in turn, provides a strong incentive allowing to focus on clusters promotion. However, it is necessary to maintain the correct order, because only after the entrepreneurship and regional production systems analysis (e.g. in form of technological innovation) and finding a market imperfections, the government can decide, what actions are more likely to influence the improvement of regional economy. The lower levels of cluster should not be excluded, because the identification of actions based on cooperation is made there. This article presents a practical solution to identify potential cluster initiative for companies in the construction sector in one of the Polish provinces.

Abstract: Innovations in modern economy are perfect example of developmental initiatives for small and medium-sized enterprises. The diversity of innovation concepts is a reflection of market demand, which is subjected to continuous process of adaptation to environment. Therefore, it is not possible to determine the specific barriers defining the framework of operation for innovative enterprises, particularly in relation to world development trends and globalization of markets. Innovative solutions are characterized by a wide diversity, which are a constant challenge for scientists studying and interpreting the occurring internal processes. Research of structures in these processes allowed creating many model solutions, which along with the economic transformations have evolved and are reflected in the present. Innovativeness of small and medium-sized enterprises is a matter relevant to the economic development. The European institutions that perform studies on innovativeness have shown that in many European countries level of innovativeness of SMEs is significantly below average. This problem also applies to the Polish enterprises and cover the whole economy since the SME sector is the overwhelming majority all economic entities on the market.
