Abstract: Yerevan State University of Architecture and Construction was founded in 1921, is considered one of the best engineering universities of the CIS. There are more important issues for the university in the current stage of development. Those issues are the followings: • Quality education and appropriate incentives and mechanisms for their implementation. • Modern information technologies and their application in the fields of educational expansion process, the increase of e- learning materials. • School - university collaboration and consolidation of new forms of communication, • Vocational education graduates with the skills and knowledge to improve the quality of labor demand, • Tertiary and postgraduate education programs to increase enrollment of vulnerable groups. Professional quality university education is seen as the students' learning, mastering the knowledge and mastery of skills. It is an integral part of the process through which the acquired factual and reliable outcomes based on the quality of the training. It is self critical way and, removed the factors influencing the quality of the educational process, and outlined ways to improve the process of education further.

Abstract: In the recent decade the education system of the Republic of Armenia has been actively integrated into the spirit and principles of the Bologna declaration one of the essential requirements of which is the assurance of freedom and autonomy for the universities (higher education institutions, hereof HEIs) and accordingly conformity of the post-secondary education and scientific research system with the ever changing needs of society and interest groups as well as with the scientific progress and development of higher education competitiveness. The status of governmental nonprofit organization of the state universities of the RA partially hinders the independence and institutional autonomy defined by the state laws to some extend. Firstly, the obstacles relate to the limitation of the financial and economic opportunities and rights of the universities accordingly blocking the comprehensive implementation and efficiency of reformations.
