Abstract: Based on methods of the fuel consumption, statistical and analogy analysis, the throughput amount method was established to calculate the emissions from port handling, and the minimum mileage method was established to estimate emissions from port cargo highway distributing. In the methods, some coefficients were used obtained by investigations: the current container handling emission factors of NOx, VOCs, CO, PM2.5 and SOx are 1.64, 0.21, 0.42, 0.01 and 0.29 t/TEU; the energy consumption of the unit throughput is 4.12 tons of standard coal per 104 tons; the ratios of the unit non container cargoe handling energy consumption for coastal and inland river ports to those of container cargo are 0.631 and 0.405; the ratio of the unit non container cargoe highway distributing energy consumption to those of container cargo is 0.365. The calculation results show that the total emissions from the cargo handling and highway distributing of 2013 in China for NOx, VOCs, CO, PM2.5 and SOx are 54.365, 14.821, 24.631, 5.599 and 16.802 104 tons, and the emissions from highway distributing are 4.21, 10.02, 8.24, 8.22 and 8.19 times of the emissions from port handling facilities. According to energy saving and emission reduction measures, formulas were established to calculate air pollutant emissions after the new added measures. Analyzing the real performance of the measures implemented since 2001 and predicting its trend of development, a scenario was designed, in which the Chinese port throughput continuously rises while the energy saving and emission reduction efforts gradually increase by 2020: the popularities of the energy saving measure of "oil changing to electricity" and the clean fuel measure of "oil changing to gas" reach 100% and 83%; the proportion of power plants with 95% desulfurization and denitrification reaches 100%; the energy saving and emission reduction efficiency of port cargo distributing optimization measures reaches 40%. Under this scenario, the prediction shows that during the port throughput increasing approximately 4.2 times from 2005 to 2020, the air pollutant emissions will be reduced significantly, returning to a lower level compared with 2005. The above methods and results can be used to support the decision-making and the implementation of emission reduction measures for the national, regional and port enterprises.

Abstract: The study used the bibiometric analysis to assess papers on emission inventory from 2001-2012, based on the SCIE and SSCI databases. The paper analyzed publication outputs, subject categories, major journals, authors’ outputs, geographic distribution of publications, international collaboration and author keywords. Our research identified a total of 5995 emission inventory-related publications during the period. Most of the papers related to emission inventory were published in journals linkd to the atmosphere. Streets, DG from Argonne National Laboratory contributed most in the research of emission inventory whose total papers, total citations, the average number of citations and H-index were all in the leading position. The USA, with the most independent and internationally collaborative papers, cooperated with China most. Global emission inventory research focused on life cycle assessment, greenhouse gases, models, remote sensing and so on, which may serve as a foundation for further research in emission inventory field.

Abstract: Research on order quantity plays an important role in logistics and supply chain (SC) whether for traditional economy objective or for low carbon objective. The paper summarizes the research framework of economic order quantity (EOQ) in brief. It also introduces and reviews the new research field carbon footprint order quantity (COQ). Comparing with the research of EOQ, it finds that the research on COQ is just beginning and the research assumptions still remain at the case of the “Square Root” era of EOQ a century ago. Based on some related literatures, the paper analyzes the effect of low carbon on social economy especially some influence factors related to order quantity. And it refers some important market forces affected by low carbon that are ignored by the literatures of COQ currently. Then the paper purposes the basic research approach of COQ. Finally, it provides several important topics of COQ for further research.

Abstract: By using the data of climate observation and site geographical information collected from 134 meteorological stations in Sichuan province since 1971, this paper established a calculation model in small grid to calculate the climate resources of facility agriculture including the days, precipitation and effective accumulated temperature in suitable period in Sichuan province. Based on Geographic Information System (GIS), the model was calculated and used to verify residual modification so as to ensure the relative accuracy of calculated values. Meanwhile, the plane and stereoscopic distribution maps of facility agricultural climate resources were made to lay foundation for further division work in Sichuan.

Abstract: Under the background of ecological civilization, the energy saving and emission reduction, low carbon eco-city construction is booming. At present, China industrial carbon emissions account for more than half of total carbon emissions in the whole society. The analysis of industrial carbon emissions and its spatial distribution is quite important. Consider the Park of Shenzhen international low-carbon city as the research object; based on the enterprise data from the 2011 industrial census, it combines both the top-down and bottom-up methods to evaluate its current industrial carbon emission levels and then discusses the relationship between the industrial structure and carbon emissions. Comprehensive utilization of the spatial distribution function of GIS, the spatial distribution characteristics of industrial carbon emissions and carbon intensity is evaluated, so as to provide the references for the related policy-making of low-carbon ecological city.

Abstract: With the recent deterioration of air quality in China, different degrees of haze occurred in most areas in China, which has seriously affected the physical and mental health of the residents and greatly limited the daily production operation. Therefore, the analysis of the contributing factors and the control of haze are imminent.

Abstract: Low-Carbon Resources include low-consumption energy like renewable resources, new energy, clean power, etc. From the perspective of fiscal policy, to study and develop R&D will affect the progress of technology directly, and to develop Low-Carbon Economy needs the innovation of Low-Carbon technology. Thus, the government’s R&D investment is crucial to developing Low-Carbon technology and Low-Carbon Economy. This thesis combines the endogenous growth theory with the sustainability of Low-Carbon Resources, and uses the R&D endogenous growth model to give one under the constraint of Low-Carbon resources. It comes to a relevant conclusion, that is, assuming that the society requires a sustainable consumption in consuming the rest of exhaustible resource, the labor investment of R&D sectors should meet the basic conditions.

Abstract: Low carbon economy is the trend of world economic development with the Characteristics of low energy consumption,low pollution,low emission based on economic model,Low carbon economy is a great progress of human society after the agricultural civilization, industrial civilization. Low carbon production has a certain influence, when model building set, low carbon consumers, low carbon resource producers and government can be considered. In this paper, we use the endogenous growth model to build production function and utility function, By solving it, we concludes that when the government stable tax policy has been implemented, low carbon consumers have a unique optimal capital stock path, along this path it can promote the steady and optimal economic growth, we also discuss the tax policy influence on low carbon economic growth under the condition of market equilibrium, and get know how to adjust the tax rate to achieve the optimal low-carbon economic growth.

Abstract: Since 2013, lots of places in China have suffered serious fogs and hazes, therefore a number of measures have been taken to alleviate the problem, especially in some big cities such as Beijing, Tianjin, and Shijiazhuang. Some of the measures are targeted at automobile industry. This paper gave some suggestions about fog and haze prevention after analyzing the major causes of haze weather; meanwhile, it explained the positive influence on automobile industry. As far as automobile industry is concerned, it is necessary to issue related standards, laws and regulations as soon as possible. On the other hand, the development of new energy vehicles will help alleviate air pollution, and our purpose to avoid haze weather can be achieved.

Abstract: This paper examined the effect of the urbanization on CO2 emissions in China, using the semi-parametric panel data model. The results show that an inverted U-shaped relationship exists between urbanization and CO2 emissions in China and further development of urbanization is beneficial in reducing CO2 emissions.
