Abstract: The computer has become our right-hand man to study and work, is applied to all spheres of society, with the actual situation of hospital medical dispute. In this paper, it proposed that according to study the processing of the application information system which based on the structure of SOA component model and B/S model for hospitals in medical disputes. This was set up medical complaint as a main line, which can devise four layers of structure of the model with the medical disputes, they were including medical complaint handling system, medical disputes handling system, medical protocol handling system and medical dossier handling system, they can used actually in the hospital management. The management information system can be found in medical disputes and solve existing problems handle medical disputes and achieved good effect.

Abstract: Fast and accurately centroid locating can makes the star image recognition more efficient. The Gauss curve fitting method has higher accurate than traditional centroid locating. The process of centroid locating was investigated with the parallel character of FPGA. First, the star image was divided with the method of average threshold. Secondly, the star pixel was recognized by moving a 3×3 template. Finally, used the Gauss curve fitting method to located star centroid. The algorithm for image divided, star pixel recognition and Gauss curve fitting methods was realized in the same time by FPGA. A simulation was done by combining the computer with the hardware circuit. The results show that it spend less than 6ms to process a 512×512 star image and the locating precision less than 1/20 pixel when signal-to-ratio is less than 0.05. It indicates that centroid can be located accurately and fast by FPGA with Gauss curve fitting method.

Abstract: The paper analysed the input-output efficiency of electronic information in 30 provinces of China with DEA model. The results show: the comprehensive technical efficiency values of 30 provinces are all low, with the average of 0.649, and the main reason leading to it is the low pure technical efficiency. Only the three provinces of Beijing, Zhejiang and Chongqing are in the high technical efficiency. Most provinces are in the stage of pay scale increasing, so growing scale and investment are the more efficient ways for the electronic information industry in china.

Abstract: This paper described how to use VC++ mixed programming with MATLAB to realize the detection system of button cell brand. It introduced the principle of its composition, and specifically describes the means to achieve it. A more intuitive man-machine interface was programmed by VC++ mixed programming with MATLAB, it developed a software system of visual inspection .The detection and recognition of button cell brand can be achieved through image acquisition of cell and transmission by the CCD camera. An experiment in 2 years proves it runs in a good condition with this detection system of button cell brand.

Abstract: This paper briefly described the basic sensor network node architecture, point introduces the hardware design of the ZigBee Sensor nodes based on ATmega128L and CC2420, Power consumption of design node is low, smaller, higher integration, open to independent wireless communication module, multilayer, reducing the interference. And based on this hardware platform, Designed a self-organization Routing Protocol .Through networking experiments, verify the feasibility of the protocol. The protocol is very suitable for small-scale wireless sensor networks.

Abstract: Time synchronization is important for many applications in Wireless Sensor Networks, how to improve synchronization precision and reduce energy consumption are the two important aspects in Wireless Sensor Networks. In this paper, first, we introduce the TPSN and DMTS algorithms, after analyzing the advantages and disadvantages of both. Make use of two algorithms have been integrated. We proposed a DMSN time synchronization algorithm. Experiments show that ,comparing with the TPSN algorithm, DMSN algorithm has lower complexity and energy consumption.It can be easily applied in Wireless Sensor Networks.

Abstract: Aiming at the robustness of the path planning of mobile robots in the 3D dynamic environment, an improved ARF (Artificial Potential Field) based path planning algorithm is proposed in this paper. Supposing that all the obstacles move regularly and the robot is on uniform motion in a grid 3D environment. Firstly, the algorithm computes the future statuses of the environment, such as the coordinate of all the obstacles and the goal, until a time step T in which there is at least one route between the start and goal. T is obtained by BFS (Breadth First Search) and environment configuration parameters. Secondly, because in every time step the environment can be consider as being static, ARF is used to determine the potential value of every space position in each time step. Finally, a route along the lowest potential values is found for the robot from the start to goal. Simulation results show that the algorithm makes the robot avoid obstacles effectively and reach the goal safely.

Abstract: The treatment of a silty ground for petroleum product storage facilities in Guangzhou with dynamic-static drainage consolidation method which is based on based on combining the dynamic compaction method and the static consolidation is presented. The pore water pressure, settlement, field vane shear strength, bearing capacity through plate load tests have clearly shown that this method can significantly strengthen the silt ground within reasonable time frame. The soft ground has been improved under the dynamic and static forces and their residual effects.

Abstract: In this paper, an image de-noising algorithm based on the Dual-Tree Complex Wavelet Transform (DT-CWT) is proposed, which takes the advantage of redundant coefficients transformed by DT-CWT. The model of bivariate shrinkage function is used to provide a nonlinear threshold strategy. It exploits the dependency between inter-scale parents and children coefficients to recover the original coefficients more accurate. With the shift-invariance property of DT-CWT coefficients, the algorithm prevents the Gibbs effect caused by the thresholding, which further improves the reconstructed quality. Experiment results show that the de-noised image using DT-CWT can achieve more than 1dB prior to DWT with impressive visual results.
