Index System and Evaluation of Ecological Civilization in County Administrative Areas - A Case Study of Haian

Abstract:

On the seventeenth National People's Congress of CPC, the strategic goal of the construction of ecological civilization was first proposed. The construction of ecological civilization is new requirement for our country to realize well-off society. From the meaning and nature of ecological civilization, this paper tries to establish an index system of ecological civilization in county administrative areas, which is composed by the environment, ecological economy, ecological community, ecological awareness and Eco-system and includes twenty-six representative indexes. At last this system is used combined with AHP method to evaluate the level of ecological civilization in Haian county Jiangsu province. The result shows that the integrated score of ecological civilization of Haian county in 2010 is 0.6373, indicating that the ecological civilization level is at the initial state. On the five sub-systems, the level of ecological awareness is poor and this is the major factor that limits the level of ecological civilization of Haian.
